An evaluation of the attempt with alternating models as alternatives to the 2+2 model

In Report St 13 (2011-2012) Education for welfare, is one of the agencies to invite the country councils to participate in trialling of a new education model in Healthcare worker and Child -and Youth worker subjects organised in models for more flexible alternating between school and practice. ‘Alternating model’, means a path where the education is organised in smaller units with short, alternating periods in regards to school and business. Trialling of alternating between school and work life throughout the entire educational period is also discussed as a measure in The Social Contract between parts of the working life. It shall be evaluated whether these models or any models trialled in other educational programs lead to more people choosing the educational programs and that more of them complete their trade certificate. This trial shall start up in 2014 and finishes in autumn 2017.
In Prop. 1 S Appendix 1 (2013–2014) the Government proposes to expand the trialling of alternating models in professional and vocational training and facilitate that several professions and county municipalities can be included. The contract from Kunnskapsdepartementet (The Norwegian Ministry of Education and Research) for developing of trialling with alternating models is formulated as follows: In the letter of contract from the Kunnskapsdeparttementet asks that the Directorate: - invites county municipalities to try out the alternating models at the start of the 2014/2015 school year. The trialling shall include more professions than health- and youth development. Grants may also be given to trials that are already underway, that have not previously received support. The aim is to achieve the best possible knowledge about opportunities and challenges associated with the alternating model. It shall be evaluated whether these models lead to more people choosing the educational programs and that more of them complete their trade certificate. This trial shall start in 2014 and end in 2018.
A ‘following evaluation’ will be carried out included assessments of the effects of the trial in the selected county municipalities. When the results of the evaluation are available, the Contracting Authority will give an review of the results and give recommendation on any further follow-up of the trials.
A two step competition with negotiation will be carried out.
