Requirements:
The tenderer is required to have a legally established company and a reliable ability to fulfil the contract.
Documentation:
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered
Overview of the number of employees in the company, divided between administration and production.
Tax certificates: 2 tax and fee certificates shall be submitted:
— Tax certificate (tax, advance tax deductions, attachment of earnings, employers' national insurance contributions).
— VAT certificate
Tax certificate for tax and for VAT can be ordered at the same place. Tenderers can either apply to their local tax collection office or to the tax office.
The certificates should be no more than 6 months old from the tender deadline.
Tenderers with a registered office in another EEA country than Norway must submit equivalent certificates in accordance with the procurement regulations §§ 11.10 (3) and 20-12 (3).
HSE self-declaration.
All tenderers must submit an HSE self-declaration by the tender deadline. The self-declaration shall be in accordance with the attached form in the tender documentation. Tenderers registered in StartBANK can state their StartBANK ID or send in a copy of their StartBANK certificate of registration instead.

Requirement: A secure financial ability to fulfil the contract is required.
Documentation: Complete financial statements for the last three years including audit reports.
Statsbygg reserves the right to obtain a credit appraisal from an authorised credit rating agency.
Requirement: Experience is required from assignments with a transferable value as regards size and complexity.
Reference projects with excavation and transportation in central town areas, as well as experience with blasting and underground work.
The contractor is required to have a good and well functioning environment management system; e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent, or document that the necessary environment management system will be implemented during the contract period.

Documentation: Reference projects carried out in the last 5 years. With information of the extent of the project, its value/nature, and date for execution, as well as contracting. authority.
A copy of a system certificate issued by an accredited certification body or equivalent documentation shall be enclosed with the tender.
If this is under establishment, a provisional table of contents should be submitted with an account of the intended system and confirmation of when this is expected to be implemented and certified/approved.
