The development project T3 is divided in 4 sub projects.
The requirement for construction management applies for the entire development project. It includes the following sub projects:
— Landside.
— Airside.
— Terminal.
— Satellite (existing terminal).
Presently the requirement is estimated to maximum 10-12 construction managers. The extent may increase. 2-4 construction managers are scheduled to be mobilised in August/September 2013 with a peak summer 2015. The construction management must have a contracting strategy based on:
— Building owner administered contracts (15-20 contracts).
— Engineering, procurement and construction contracts with supplier engineering design (4-6 contracts).
— Purchase and minor procurements.
NS (Norwegian Standard) 8405/8407 are the most relevant contract standards and the construction management must relate to them. The construction management shall cover the below listed special areas. However, other disciplines/functions and administrative support may be relevant:
— Main construction management.
— Progress/Planning and coordination.
— Rig and Operation/RTB.
— Concrete.
— Architectural services (2).
— Electro.
— ICT/ITB.
— HVAC and sanitary installations.
— Airside.
— The construction management shall be present at the construction site all workdays. Evening and nigh works may also be relevant. Organisation of construction management is given in the tender documents. Expected and preliminary work scope and services for the construction management are listed below.
— Manage and administer the construction works for the contract, including management of construction meetings and progress meetings.
— Implement the contract in accordance with prevailing financial frames and progress scheme. Initiate necessary measures.
— Follow prevailing routines necessary for ensuring proper, rational and traceable decisions.
— Ensure that the development is in accordance with prevailing laws and regulations.
— Coordinate departments and other contracts with assignments included in this contract or the interface to the contract.
— See to that the necessary work notifications are carried out by the contractor or other liable parties.
— Systematize, process and report alterations and variances.
— Focus on and organise good relations with the contract's joint venture partners and interface projects.
— Commission and assign financial obligations in accordance with prevailing authorization.
— Make sure that Avinor's (the Awarding Authority) guidelines are complied with and that necessary coordination with the airport's management units is executed.
— Responsible that as-built documentation and Administration, Operation and Maintenance documentation is prepared.
