Stavanger kommune

Through this competition the Award authority wishes to enter into a contract for the supply of the practical implementation of surveys and reporting the results.
The contract includes the execution of the practical implementation of surveys during the contract period. The surveys will measure various target groups (such as residents or users) satisfaction, experience or similar with specific phenomena such as various aspects of municipal services. The results will inter alia provide information to the municipal system for balanced performance management.
The municipality will design questions and choose methods, and account for analysis and monitoring of results.

Service providers who wish to participate in this contest are required to document that they are enrolled in a professional or other business register as prescribed by the law of the State where they are established. Documentation (eg certificate of registration from the Register in Brønnøysund) shall accompany the tender. Attached documents must not be older than 6 months from the submission deadline.

For work to be performed in Norway the award authority requires that all service providers produce a statement in accordance with Annex 3, that they fulfill, or at the time of contract award, will fulfill legal requirements in Norway within health, safety and environment (HSE). Attached HSE statement shall be completed and submitted with the tender.

Norwegian service providers shall submit tax certificates from treasurer / municipal treasurer (Form RF-1244) in the municipality where the service provider has its head office. The certificates shall be submitted within the tender closing date and shall not be older than 6 months from the tender deadline. Foreign service providers shall submit certificates from the corresponding authorities as the Norwegian.

Økonomisk og finansiell stilling:

Service provider shall have sufficient financial ability to implement the contract.
As documentation the awarding authority will collect credit appraisal from Experian (the Awarding Authority subscribes services from Experian).
Service provider must, as a minimum, achieve rating of “credit-worthy”. Service provider is expected to become familiar with the registered information of the company, and by submitting this tender the service provider consents to information being gathered and that this information shall form the basis for assessment of service provider's financial conditions.

If service provider is aware that the requirement for financial ability for carrying out the contract cannot be met through credit rating, the tenderer must submit other documentation that confirms that their financial ability is sufficient.
If awarding authority's credit information on each company does not include a credit appraisal, award authority will meet their documentation requirements in other ways, either by assessing whether the financial ability is satisfactory, based on other information included in the information held by Experian, or by obtaining other information.

Service provider shall have experience from equivalent assignments. Documented very good ability is required. To document this a list of the principal deliveries effected or services provided in the past three years shall be submitted, and shall include information on:

— Name of the customers and a brief description of these.
— Phone number, e-mail address and name of award authorities contact person(s).
Relevant customers from the list may be contacted.
Service provider shall have the necessary capacity and expertise to meet the need upon completion of the assignment. There shall be attached a list of staffing for this assignment with CV's of the key personnel who will carry out the assignment.
