Framework agreement for interpretation services

Oslo kommune v/ Helseetaten

The awarding authority intends to enter into framework agreements with three to five service providers for interpretation services. The awarding authority uses interpreters in, amongst other things, health related conversations at the Oslo municipal emergency doctor surgeries, at the health service for asylum seekers, migration health as well as in the municipality's dental health service. We have a need for interpreters in both planned interpretation assignments and in more acute situations.

The contract is from 1.7.2013 to 30.6.2014 with an option for the awarding authority to extend the contract for a further 1+1+1 year on unchanged terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(5) Other documentation required (please state below).
Service providers shall have their tax and VAT payments in order.
Documentation requirement: Tax certificate for tax and VAT, not older than 6 months old. The certificaets can be obtained from the local tax collection office or the tax office. Foreign service providers shall enclose certificates from equivalent authorities to the Norwegian.

Service providers shall enclose a HSE self-declaration.
Documentation requirement: Signed HSE statement.
Service providers shall be a legally established company.
Documentation requirement: Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a trade register or company register as described in the law in the country where the service provider is established.

Økonomisk og finansiell stilling:

Credit rating, not older than 3 months, based on the last known accounting figures. The entire credit rating report shall be enclosed and it shall include the key figures for the last three accounting years. The rating shall be carried out by a publicly certified credit rating institution. The awarding authority reserves the right to obtain its own credit rating if necessary.

Service providers shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
A list, with a short description of the most important deliveries or performed services in the last three years, including information on value, date and the name of the recipient.
A description of how the service provider will ensure that the offered interpreters have the necessary qualifications.
The description shall be a maximum of one A4 page.
Minste nivå(er) av standarder:
Experience is required from equivalent assignments.
A good and well functioning quality assurance system is required for the services that shall be provided.
