The aim of this contract is to purchase a case and archive system in accordance with the Noark 5 standard. In addition a contract shall be signed for user support and maintenance of the system. The National Court Administration will operate the servers etc. itself.
We would like a system that primariy covers the needs:
1. Standard software for record keeping, case handling, document storage and archiving in the lawcourts and National Court Administration.
1. Services connected to the implementation and adaptation of the software:
— Replace DocuLive for administrative case handling in the National Court Administration with a new system for administrative case handling.
— New system for administrative case handling in the lawcourts.
— Replace ePhorte with a new system for document storage and archiving professional cases. The new system shall, like ePhorte, be integrated with county courts'and crown courts' case handling system, LOVISA. Furthermore the new system shall offer document storage, archiving and record keeping for the lawcourts' new case handling platform that is built on LOVISA and it shall support the Supreme Court and the Land Courts in addition to the county and crown courts.
3. The ensuing maintenance and support of the implemented system.

Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The service provider shall have is tax, payroll tax and VAT payments in order.

For work that is carried out in Norway the service provider shall fulfil Norwegian HSE requirements.

The service provider shall be a legally established company.

The service provider shall have good conduct - documented by a self-declaration.

The service provider shall confirm that he fulfils the eight basic ILO conventions - documented by a self-declaration.

Økonomisk og finansiell stilling:

The service provider's annual accounts including the notes and the board's and auditor's reports for the last 2 years.

Minste nivå(er) av standarder:

The service provider shall have sufficient financial strength to fulfli the contract.

Teknisk og faglig kapasitet:

See the qualification documents for a description of the documentation requirements.

Minste nivå(er) av standarder:

The service provider shall have good experience and competence to fulfil the contract, including special experience with:

— the Noark standard, preferably Noarkkk 5;

— implementation, especially for many users/locations;

— user support;

— maintenance of the implemented system.

The service provider shall have sufficient ability and capacity to fulfil the contract.

A good and well functioning quality assurance system is required for the services that shall be provided.
