2012/6465 Research based evaluation of the measures to improve lower secondary education

Description of the contract:
It has been decided to carry out a research based evaluation of the measures to improve lower secondary education. The objective of the research based evaluation is to obtain knowledge of i.a. if and how various measures contribute to improve lower secondary education. The research based evaluation shall focus on the following principal measures:
— School based competence development comprising the priority areas class management, arithmetic, reading and writing
— Available educational resources.
— Educational network.
The research based evaluation shall be implemented during the period May 2013 - December 2018.

The contract is subject to the Public Procurement Regulations. This tender contest is in accordance with the Regulations' sections I and III and is carried out as a two stage procedure where negotiations are allowed. The first stage involves a prequalification process for all interested parties. When deadline for receipt of tenders is expired, the tender documents are available for qualified tenderers. The second stage of the tender process will state a final deadline for receipt of tenders.
Requests for prequalification shall be electronically submitted through the Mercell portal www.mercell.no within the given deadline. Too late received applications are rejected (the system will not accept applications subsequent to the deadline for receipt of tenders).

It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The last received tender is regarded as the final tender.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from www.commfides.no, www.buypass.no, or www.bankid.no.
Attention is drawn to the fact that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.

Requirement: The tenderer must have a sufficient financial position which enables the Awarding Authority to cooperate with the tenderer during the entire contract period.

Requirements: The tenderer must have adequate capacity which substantiate that the tenderer is able to implement the assignment. I.a by demonstrating sufficient manpower (more than 5 employees).
