Prior to each local and parliamentary elections carried out since 1989, including the referendum regarding Norwegian EU membership in 1994 and school election for the Sami Parliament from 2005, nationwide school elections have been organised in Norway. The objective is that the students are given the opportunity to organise test elections and that they are trained in how to cast votes in ordinary elections.
It is a broad political consensus that children’s and youth’s opportunities for participation in the society must be reinforced. Education will form a great deal of the foundation for active participation and influence, and the school elections are therefore important tools in this context.
School elections are a national event. In 2011 and 2009, 80 % of Norway’s upper secondary schools participated in the school elections. The school elections are given major attention in the country’s media and in the political environment.
The Norwegian Directorate for Education and Training henceforth referred to as the Awarding Authority, have had the paramount responsibility for school elections, which has a long tradition in Norwegian schools. The school elections are closely tied to the subject curriculum, basic skills and competence objectives for subjects.
The Awarding Authority wishes to enter into agreement with a service provider who can organise and coordinate school election for the period from 2012 until and including 2021. School elections will be held the same year as ordinary elections are held; 2013, 2015, 2017, 2019 and 2021.
The organiser and coordinator will be liable for implementation of school elections and for the option for the subsequent school election survey. The organiser and coordinator will also be liable for providing information of the results to the schools and for registering the results of the elections as well as create statistics based on these. Between the election years, option will be given for development materials for the school elections.
