The year’s screening program consist of 4 different sub projects:
1. Selected new brominated flame retardants and new perfluorated organic compounds on mainland Norway and in the Arctic, in addition measurement of chlorinated paraffin in the Arctic.
2. Siloxanes in Norwegian lakes.
3. Identifying unknown and potentially new environmental hazardous substances or “non-targeted” screening of environment samples.
4. Collocation of Norwegian environment data produced through the screening program.
Tenderers can give a tender for one, two, three or all 4 sub projects.

Kort beskrivelse:
The aim of project 3, Identifying unknown and potentially new hazardous substances or “non-targeted” screening of environment samples is to attempt to identify and if possible quantify the amount of unknown and potentially environmentally harmful substances that is found in the environment samples. In addition we would like to contribute to the development of an operative analysis method that can be used in later similar projects.

Kort beskrivelse:
The aim of project 4, Collocation of Norwegian environment data produced through the screening program is to compile all surveys that have been carried out from the screening programs start in 2002 to 2011. The screening data shall be made easily available so that it is easy to get an overview of what substances that has been included, matrixes, levels and where in Norway the substances has been examined.

Beskrivelse av opsjoner:
— Option 1 – reporting of selected new BFH and PFC and chlorinated paraffins from the Arctic,
— Option 2 – reporting of siloxanes in Norwegian lakes,
— Option 3 – reporting of non-targeted analyses of environment samples.
The deadline for the final data report for options 1, 2 and 3 will be spring 2013. Tenderers shall not include the data from the Arctic in option 1.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
(1) Presentation of the company’s annual accounts, or extracts thereof.
(2) Other documentation required (please state below).
If sub supplier(s) are used, the tenderer shall provide a binding statement that the company has the necessary right to use the sub supplier(s) capacity.
Teknisk og faglig kapasitet:
(1) A statement of the quality assurance/quality control system operated by the company.
(2) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
(3) Other documentation required (please state below).
A short and general description of the company shall be given. Including an account of the company’s business idea and core activity related to the contract, an overview of the company’s history and a description of current activity.
Account of the service provider’s environment profile or relevant certificates.
Minste nivå(er) av standarder:
Accreditation proof for the laboratory issued by Norsk akkreditering or equivalent.
Tenderers must show their routines for auditing and maintaining the quality assurance system.
