Pre-project - future underground signal and signalling plant

KTP’s, henceforth referred to as the Awarding Authority; underground network comprises of approx. 155 km double tracks of varying age and condition. The signal and signalling plant is a combination of old and new, of which major parts of the plant has reached its operational period. The Awarding Authority has therefore initiated works for how the future signal and signalling plant should be. It has previously been implemented two studies where potential alternatives to the existing systems are described on a general level. These will be attached the tender documents in the next stage.
The assignment will involve a complete mapping and assessment of possible alternative systems to the existing signal and signalling plant, as well as strategy for phasing in a new signal and signalling plant. The mapping shall emphasise experience from other relevant Metro projects, of which both projects without linking to the existing infrastructure (Greenfield) and projects with varying degree of linking to the existing system (brownfield) are assessed.
Relevant alternatives shall contain concrete recommendations and cost estimate for the system, how gradual introduction of a new system shall be carried out, description on how double operation is to be solved and how an efficient outphasing of the old system is to be executed. Based on these assessments, the Awarding Authority will make a final decision on future signal and signalling plant. The following main elements shall be included in the assignment:
— Safety and security,
— Reliability, availability and operational stability,
— Traffic capacity,
— Interface,
— Requirements in relation to training,
— Requirements in relation to transfer of competence and size of the service and maintenance organisation,
— Preparation of necessary management, operations, maintenance and development (FDVU) documents for management and maintenance of the system,
— Preparatory works,
— The system’s lifetime and availability of spare parts,
— Mapping of the existing system and interface,
— Preparation of functional requirements,
— Recommendation with migration plan, selection of test route,
— Documentation requirements,
— Analysis of risks.
The contract period is estimated to 2 years.
