Departementenes servicesenter would like to establish a contract for periodical agent services and an internet portal for the Ministries' Joint Library's e-resources. The Ministries Joint Library has users at the Office of the Prime Minister, in the Ministries and DSS.
The contract shall also apply for the procurement of periodicals and newspapers for the Joint Library and individual ministries where the Joint Library provides extra services.

1.1 Economic and financial capacity
Qualification requirement:
— The service provider shall have sufficient economic and financial capacity to fulfil the contract, where, among other things, credit worthy without security will be security.
Documentation requirement:
— Credit rating with key figures from a certified credit rating company or other documentation that shows that the requirement is fulfilled.
In cases where a service provider will use another company's financial and economic strength, a signed confirmation from this other company that binds them to the service provider must exist. This shall be enclosed with the tender.

1.1 The service provider's technical and professional qualifications:
Qualification requirements:
— Service providers must refer to at least 2 relevant contracts in the recent years. Relevant means both periodical agent services and the delivery of an equivalent internet portal,
— Service providers must have professional competence, experience and capacity to fulfil the contract.
Documentation requirements:
— Reference list of the service provider's 2-4 relevant contracts in recent years that are relevant for this assignment with the awarding authority's name, if possible the value of the assignment and reference. Service providers are asked to describe the reference assignments in detail, so that the awarding authority can in a good way evaluate how these are relevant as regards the awarding authority's need,

— Description of the service provider's professional competence and capacity connected to the delivery of periodical agent services and internet portal.
In cases where a service provider will use another company's technical and professional qualifications, the service provider shall document to the awarding authority that it will be able to use the necessary resources at the stated sub supplier(s) in the contract phase. There must be signed confirmation from the sub supplier that the service provider has such a right. This shall be enclosed with the tender.
