Framework agreements, hire of resources: project management, eng. design management, constr. management

Society priorities the railway and our activity is increasing. Jernbaneverket needs therefore consulants to work with assignments connected to project management, engineering design management and construction management. We will therefore establish parallel framework agreements for hiring resources for project management, hiring resources for engineering design management and hiring resources for construction management.
There are a total of 8 hired functions connected respectively to the 3 main areas shown in the overview below:
A. Main area: project management:
1. Project manager / sub project manager works;
2. Project manager / sub project manager railway techniques;
3. Project manager for public planning.
B. Main area: engineering design management:
4. Engineering design manager Ground works (including engineer for following up engineering design services for ground works);
5. Engineering design manager railway techniques (including engineer for following up engineering design services for railway techniques).
C. Main area: construction management.
6. Construction manager works (including deputy construction manager);
7. Inspection engineer/engineer geologist;
8. Construction manager railway techniques (deputy Construction manager/inspection engineer railway techniques).
The following is specified regarding the mentioned 8 hired functions:
For A. Main area: project management:
— The term works includes sub project manager ground works.
For C. Main area: construction management:
— The terms works includes construction manager ground works, construction manager tunnel as well as deputy construction manager/inspection engineer ground works and deputy construction manager/inspection engineer tunnel, engineer geologist.
Qualification is allowed for tenders for only some of the hired functions (i.e. points 1-8) under the respective main areas (A, B, C).
Several tenderers are allowed to cooperate for this competition. A statement on this type of cooperation must be available as a separate annex to the qualification documentation. This can be particularly relevant for achieving qualification as regards the minimum requirements for the number of permanent employees, see table no. 2, 3 and 4 (pages 9-14) in the attached qualification documents. A signed contract that regulates this cooperation shall be, at the latest, enclosed with the tender. The group must as a minimum together fulfil the qualification requirements in this competition.
