Framework agreement telephony

Indre Østfold Data IKS

The owner municipalities of Indre Østfold Data IKS (IØD) currently have separate telephony systems of varying age and quality. IØD would like to establish a framework agreement with one service provider for procurements of a joint telephony system for the owner municipalities. The telephony system can be offered for installation in the awarding authority’s premises or as a “cloud system”. The framework agreement shall include both an exchange system, user equipment, migration and services plus a number of options.
The municipalities will have different progress in the implementation of the system, with Askim being the first. As the other municipalities join, they will be bound by the framework agreement.

The fully developed system must be able to serve just under 2 000 subscribers with up to 200 simultaneous calls. It is however only Askim municipality that shall migrate and be connected to the new system from the start. Hobøl and Skiptvet municipalities will most likely also be connected to the system during the contract period, Eidsberg, Spydeberg and Trøgstad municipalities have relatively modern telephone systems and are more uncertain.

Beskrivelse av opsjoner:

The options are described in the tender document’s chapter 6.2 Options. Service providers shall be able to provide these services if the awarding authority has a need for them in the framework agreement period. The service shall be priced in the tender form. In short this will cover:

1. Operation/support contract;

2. Moving the reply function;

3. Location independent exchange application;

4. Alternative apparatuses;

5. Notification to queue agents when the queue reaches threshold values;

6. Integration mobile telephone;

7. Support for IAX23. Lokasjonsuavhengig sentralbordapplikasjon;

8. Showing the status of mobile telephones in the exchange application;

9. Telephone conference – automatic generation of PIN codes;

10. Break into a conversation (for the office);

11. Speech reply in queue, where the caller is given the choice to be rung back;

12. Video;

13. Share of free software included in the system;

14. Preconfiguration and adaptation of soft phones;

15. List of name of external callers instead of number information;

16. Internal subscribers shall get engaged when they ring another internal subscription that is busy in a call;

17. Expanded conference/remote teaching module;

18. Recording conference;

19. Other functionality (we encourage tenderers to provide good, useful and user friendly systems that are suitable for our largest user groups).

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

(2) Presentation of the company’s annual accounts, or extracts thereof.

(3) Other documentation required (please state below).

Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

Minste nivå(er) av standarder:

If a service provider cannot, due to valid reasons, provide the requested documentation, he can prove his economic and financial position with other documentation that the awarding authority can accept.

Teknisk og faglig kapasitet:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).

(3) A statement of the quality assurance/quality control system operated by the company.

(4) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).

(5) Other documentation required (please state below):

— tenderers are asked to give a detailed description of the practical service and follow up in the contract period including the name of contact persons who are planned to be used for this contract,

— tenderers are asked to give a description of how the implementation process will be planned and what progression is planned for the implementation of the modules stated in the specifications,

— list of 3 references for equivalent contracts. For each reference the customer shall give the contact person, e-mail address, and telephone number.
