The establishment of framework agreements for services related to microfilm digitisation

In this procurement, The National Library of Norway (NB) wishes to conclude framework agreements with suppliers that can offer digitisation of microfilms, OCR processing and structural analysis of digitised images with text content, and production of e-books. In addition, framework agreements may be concluded for consultancy services in the same areas.
The historical microfilms that NB wishes to digitise are of differing quality, but constitute a significant part of NB’s newspaper collection. In addition to OCR processing and structural analysis of digitised newspaper microfilms, this procurement may encompass OCR processing and structural analysis of text-based media types which NB has digitised itself. Examples include newspapers, books, periodicals, manuscripts, etc.
The scope of the procurement will largely depend on the cooperation agreements NB concludes with the newspaper owners and other rights holders.
A complete description of the delivery is contained in Appendix 1 to the Tender document.
It is permissible to submit tenders for parts of the assignment, i.e. tenders for the following parts:
1. digitisation of microfilms;
2. OCR processing of digital image files and consultancy services;
3. structural analysis of digital image files and consultancy services;
4. e-book production.
The principal shall be free to choose to conclude a framework agreement with one or several suppliers following an evaluation of what appears to be economically most advantageous; see section 4.
The following alternatives may be relevant:
1. framework agreement with one or several parallel suppliers for service areas 1, 2 and 3, and one or several different suppliers for service areas 4;
2. framework agreements with several full-range suppliers;
3. framework agreement with a full-range supplier and one or several different suppliers for all or individual service areas;
4. framework agreements with different suppliers – where no party is a full-range supplier – for the individual service areas.
