Procurement of a new rescue helicopter

The Norwegian government c/o the Ministry of Justice and the Police shall procure all weather search and rescue helicopters (SAR helicopters) and associated equipment and services. The overall aim for the Norwegian helicopter service is to offer safety for people at sea, in inaccessible terrain and in difficult situations where other resources are not sufficient. Up to 16 new SAR helicopters shall be procured for 6 SAR bases in Norway. These helicopters are planned to be delivered in the period 2016-2020. Furthermore there shall be options for up to a further 6 helicopters. In addition to SAR and air ambulance services, the helicopters shall be used for other assignments of significant national interest. The helicopters shall be used over the whole of Norway and shall be operated by the armed forces. In addition the options can be used on Svalbard. The contract includes the procurement of helicopters, fully adapted to their search and rescue role, together with an integrated logistics support system, including materials and services required for supporting the operation throughout the whole life cycle. This shall be procured by a responsible total supplier. The extent of the contract is further described in the procurement documents.
The pre-qualification depends on the Norwegian parliament consenting to the procurement process as it is proposed.
Norway and Iceland are cooperating on the procurement of the SAR helicopters. Iceland plans to procure at least one SAR helicopter, as well as options for a further 2 SAR helicopters in addition. Joint tenders for the Norwegian and Icelandic procurements are allowed. Further information on this will be given in the tender documents.
