Hordaland Fylkeskommune v/Bybanen Utbygging

The assignment comprises road safety measures and other follow-up work for construction stage 1 for Bybanen's section between Sentrum and Nesttun. The equivalent measures for construction stage II from Nesttun to Rådal can be an option at a later time. Bybanen Utbygging together with Bybanen AS has obtained a report of the points on the above section, detailing potential dangers for Bybanen as well as other traffic.
The primary purpose of the procurement is to establish a more extensive safety on the section, which will bring increased safety for the town's road-users.

This is a two (2) year framework agreement with one supplier who shall carry out extensive road safety measures and other minor work of the railway section between the centre of Bergen and Nesttun. In addition there is an option to extend the contract for 1 + 1 year for further and equivalent work related to construction stage 2.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
Qualification requirements: legally established company.

Økonomisk og finansiell stilling:

Qualification requirements: supplier must submit annual accounts including management's and auditor's notes for the last two years (2009 and 2010). If accounts are not finalised by the tender deadline, supplier must submit provisional accounts.
Financial strength will be evaluated in regards to turnover, results, solidity and liquidity.
Award authority retains the right to request/collect further information, including to verify that the supplier has sufficient financial strength to implement the assignment, and also obtain credit evaluations for suppliers.

Documentation of qualification requirement 1: description of tenderer's 4 most important relevant assignments in the last 3 years. Attached template must be used. Seperate template must be used. Award authority must be permitted to contact the reference person.

Documentation of qualification requirement 2: a short and superior description must be submitted. Including:
1) An overview of supplier's history, organisation and a description of the current enterprise, including a statement of the company's business idea and core competence related to the assignment.
2) Description of how the supplier is organised for the implementation of this assignment, including the use of co-operating partners,sub-contractors.
3) Short description of supplier’s quality control system.
4) Description of supplier’s experience related to foundation work in city areas and areas with a lot of traffic.
Documentation of qualification requirement 3: description of tenderer's SHA policy and internal control routines describing how they ensure that the relevant regulations in the Byggherreforskriften (The Norwegian Labour Inspection Authority) are upheld on behalf of the award authority.
