2011/4320 Framework agreement telephony–Subscription/traffic services/mobile phones/related equipm

The objective of the procurement is to cover the Directorate for Civil Protection and Emergency Planning’s, henceforth referred to as the Awarding Authority, requirements for telephony including subscription/traffic services (landline and mobile telephony) as well as mobile phones and related equipment.
The Awarding Authority shall either enter into one joint framework agreement for telephony services and telephones/equipment or one framework agreement for telephony services and one framework agreement for telephones/equipment (WebShop).
The tenderers are therefore allowed to submit tenders for lots of the similar extent, i.e. either as full-range supplier or as part supplier for supplies and services, respectively.
If the tenderer has a WebShop for sales of mobile phones and accessories, a joint framework agreement can be entered into for supplies and subscription/traffic services. If the tenderer has not established WebShop, the tenderer is asked to give an account for how quickly such WebShop can be established, subsequent to contract signing.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Company registration certificate.
Value added tax certificate (National requirement).
Company tax certificate (National requirement).
Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Certificate issued by the Norwegian Post and Telecommunications Authority (NPT) is required.
Signed self-declaration regarding ethical conditions is required. See annex 6 for further information regarding ethical requirements for public procurements.

The company’s most recent annual report including new information of relevance to the company’s accounting figures.
Presentation of the company’s annual accounts, or extracts thereof.
Statement of the company’s turnover, of relevance to this contract, for previous years.
Credit appraisal/rating not older than 1 year based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency.
Minste nivå(er) av standarder:
The supplier shall have settled financial conditions/financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
Overview of the company's total manpower.
A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
A statement of the quality assurance/quality control system operated by the company.
A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company (for service and works contracts).
Contact information for references in relation to the principal deliveries for the previous 3 years.
Overview of the company's total manpower for the previous 3 years with available expertise in connection with implementation of the contract/assignment (not on person level).
Minste nivå(er) av standarder: The company shall have sufficient implementation ability and capacity.
