Kort beskrivelse:
This is the second publication. The first tender contest was cancelled due to technical reasons which made the tender deadline impossible to extend.
A decision has been made to procure a new satellite connection for communication (broad band) to and from Jan Mayen, with a position of 71° North. Suppliers with satellites in low orbit (LEO - Low Earth Orbit) will be used, as opposed to the current solution with communication via geostationary orbit. There is a need for a solution with less than 100ms to the mainland.

The agreement shall cover proper data security and opportunities for TeleMedicine systems. Capacity must be increased to at least 50Mb/s in Downlink and 10Mb/s in Uplink as well as a latency maximum of 100ms. Due to the TeleMedicine system's requirement for latency, ordinary geostationary satellites will not be useable. Only low-orbit satellites can satisfy such low latency.

Due to the geographical location of Jan Mayen the system must be based on true polar orbit constellation. In polar orbits, the shortest latency, least propagation trap and highest elevation on antennas must be ensured.
The agreement is a non-exclusive framework agreement.

The agreement period is two years with option for one year extension, for up to two times (2+1+1).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be registered in a register of business enterprises or a trade index in the country where the tenderer is established.
Norwegian tenderers:
- Company Registration Certificate
Foreign tenderers:
- Verification showing that the tenderer is registered in a Register of Business Enterprises or a trade index in the country where the tenderer is established.
Norwegian tenderers must document that they have paid their taxes and duties. Norwegian tenderers:
- Value-added tax certificate, (not older than 6 months from the tender deadline).
Økonomisk og finansiell stilling:
Tenderers must have the necessary economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. A credit assessment from a certified credit rating agency based on the most recent known accounting. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Tenderers must have a quality assurance system that, as a minimum, includes:
1) That the tenderer has procedures to ensure that all laws and regulations covering the part of the company that will work with this contract are upheld.
2) That the tenderer has an established quality assurance system for ethical trade. The system must ensure that the tenderer is suited to fulfil the contract obligations for ethical trade, see Annex G Ethical Requirements. The quality assurance system must, as a minimum, contain:

- Traceability in the supply chain: A description of important supplier chains for this procurement.
- Anchorage and implementation of ethical requirements in the supplier chain; ethical guidelines/Code of Conduct, and a declaration that these apply in the supplier chains connected to the procurement.
