This procurement is about children's well-being in nursery schools. There is a need for more and comprehensive knowledge about children's well-being in nursery schools, their subjective experience of their everyday life in nursery schools and the nursery environment. The assignment will be carried out in the 2024-2026 period, and has a total cost limit of up to NOK 3,000,000 excluding VAT.
The national nursery school strategy presented in January 2023 places children's well-being at the centre of the strategy. The strategy states that nursery schools should help ensure that all children attending nursery school have a childhood characterised by well-being, friendship and play, regardless of their background and circumstances. The strategy also states that all children should realise that they are important to the community and should be allowed to participate in their own everyday life in nursery school.

Strengthening the knowledge base on children's well-being in nursery schools is one of the measures that the National Nursery School Strategy is emphasising toward 2023 in order to achieve the goal that all children should have a safe and good kindergarten environment. Based on this, the Norwegian Directorate for Education and Training is putting this assignment out to tender.

Most parents report that they are satisfied with the offer their children receive, and they feel that their children thrive in nursery school. At the same time, an evaluation of the framework plan[2] shows that there are major differences in quality within and between nursery schools. Not all children get the help, support and care they need to thrive, play, develop and learn. The extent to which kindergartens work systematically to include all children in play and in the community varies.
