Egnethet til å utøve yrkesvirksomheten:
Qualification requirement 1:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement 1:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Certificate/verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Certificates/verification in languages other than Norwegian, Swedish, Danish or English must include a certified translation to Norwegian.
Qualification requirement 2:
The Tenderer, or other companies that the Tenderer relies on to fulfil the qualification requirements, must not be an entity affected by the prohibition in § 8n of the Ukraine Sanctions Regulation.
Documentation requirement 2:
• Completed self-declaration regarding conditions relating to the applicable sanction legislation.
Økonomisk og finansiell stilling:
Qualification requirement 1
Tenderers must have sufficient economic and financial capacity to fulfil the contract work.
Documentation requirement 1
The documentation must be connected to the entity c/o the business registration number that is applying for qualification.
• Extended credit rating/report from a publicly certified credit company, which includes a credit rating of the tenderer - typically given by a letter or a short text, as well as an explanation of this.
The contracting authority reserves the right to supplement the presented documentation by obtaining other financial information.
Teknisk og faglig kapasitet:
Qualification requirement 1:
The tenderer (possibly with support from other enterprises) must have good experience and expertise from assignments of a equivalent or relevant nature.
Tenderers must refer to experience from previous assignments that is relevant to the work in the contract.
Documentation requirement 1:
The supplier is requested to present 3 relevant reference clients, and a description of their scope and purpose of deliveries over the last 3 years.
See Appendix 2 - Template for experience from similar contracts, attached to this notice.
Name and contact details of the contact person who can confirm this information must be provided on request.
Bane NOR reserves the right to emphasise its own experience.
Qualification requirement 2:
Tenderers must have a documented and implemented quality system in accordance with NS-EN ISO 9001:2015 or equivalent level.
Documentation requirement 2:
A copy of a valid NS-EN ISO 9001:2015 certificate issued by an accredited quality assurance institution.
or Written account (should not exceed 5 A-4 pages) where an overall description of the content of the quality management system is provided. The account must include a compliance matrix with NS-EN ISO 9001:2015.
The requirement must be fulfilled by the Tenderer themselves. Tenderers cannot rely on other companies to fulfil this requirement. All participants in a working partnership must fulfil the requirement.
Qualification requirement 3:
The tenderer must have a documented and implemented environmental management system that fulfils the requirements in NS-EN ISO 14001, EMAS, or equivalent.
Documentation requirement 3:
Tenderers must give a short account of their environmental management measures, and present documentation of environmental management. Examples of documentation can be the environmental management standards ISO 14001, EMAS, Eco-Lighthouse, as well as the Swan Label for services. The same applies to documentation showing that the different elements in an environmental management system are fulfilled. The tenderer shall present the description in a separate document.

Qualification Requirement 4:
The tenderer must have a management system for information security (ISMS) that is certified in accordance with ISO 27001:2022, or equivalent acknowledged standards.
Documentation requirement 4:
The tenderer shall briefly describe the information security management system and present documentation of compliance with ISO 27001:2022 or other relevant and acknowledged standards.
