Digitalisation in the municipality
Digitalisation and learning technology is a priority area for the Contracting Authority. The work will contribute to providing better digital services for parents, students and staff. Quality improvement, efficient resource utilisation and simplification of work processes are central to the municipality's digitalisation efforts. The introduction of a new educational administration system for primary and secondary schools and nurseries is an important measure in the work towards digitalisation and more efficient processes - both in the classroom and administratively. Furthermore, it is expected that the new system will also contribute to the establishment of good structures for collecting, preparing and analysing relevant data.

Objective of the new contract
The contracting authority must use an educational administration system for primary and secondary schools, wraparound care and nurseries that is modern, flexible and future-oriented based on a modern technological platform. The system is designed for quality improvement, efficient utilisation of resources, simplification of work processes, good user experiences, as well as efficient operation and management of the system in close collaboration with a tenderer that has an active and innovative approach to further digitisation requirements in the school and nursery sector.

The system fulfils statutory requirements for accessibility, privacy and information security. The functionality of the system is flexible and can be adapted to the preferences of the Contracting Authority. The system must conform with the applicable laws and regulations at all times and must be easily adapted to changes in work processes as a result of political guidelines or the administrative decisions of the school owners. It is easy to retrieve correct and good management information based on registered data, with good structures for data capture for further processing and analysis.

The duration of the contract will be 2 years from signing. The contract will then be automatically renewed for 1 year at a time.
The option to extend the contract for 1 year at a time comes into force automatically unless the contracting authority informs the tenderer otherwise at least three (3) months before the renewal date.

Tenderers are encouraged to describe other possible functions and opportunities that exist in their system under the points where they find this to be relevant. These must be specified as an option by the tenderer and are not included in the evaluation.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial solidity to be able to fulfil the contract obligations.
It is a requirement that the tenderer's creditworthiness that will be used as a basis for qualification for this contest will be no lower than "Creditworthy" (equivalent to A at Bisnode CreditPro, DB).

Credit assessment based on the most recent accounting figures.
The rating must be carried out by a credit rating company such as Bisnode, CreditPro, DB or an equivalent company with a licence to conduct this service.

Tenderers can, in addition, be asked to submit annual accounts confirmed by an auditor.
Companies with a lower rating, start-up companies, companies under formation, companies with no activity or companies that have not been credit-rated, parent company guarantees, bank guarantees, etc., can instead be submitted that provide an equivalent security for the execution capacity. The company organisation number shall be provided for the parent company if a parent company guarantee is used. The contracting authority reserves the right to decide whether the submitted guarantees are sufficient and relevant.

Tenderers must have experience from relevant and comparable deliveries for the public sector, preferably municipalities.

Description at least 3 of the tenderer's most relevant contracts/deliveries in the last 3 years for Norwegian/Scandinavian municipalities.
The description must include, among other things, the value of the assignment, the name of the contracting authority, etc. See Appendix 6 for all details that must be filled out.
Tenderers must document this by completing Appendix 6 Form for Reference Projects.
It is the tenderer's responsibility to document relevance through the description.

The aim of the new contract, the Contracting Authority shall use an education administrative system for primary and secondary schools, before-and-after-school care and nursery that is modern, flexible and future orientated based on a modern technological platform. It is facilitated for quality improvement, effective resource utilisation, simplification of work processes, good user experiences, as well as efficient operation and management of the system in close cooperation with a supplier who has an active and innovative attitude to further requirements for digitalisation in the school and nursery sector. The system fulfils statutory requirements for universal design, privacy and information security. The functionality of the system is flexible and can be adapted to requests from the Contracting Authority. The system is always in accordance with current laws and regulations and it can be easily adapted to changed work processes as a result of political guidelines or the school owner's administrative decisions. It is easy to extract correct and good management information based on registered data, with good structures for data capture for further processing and analysis.
