Procurement of a framework agreement for products and services for press management at events

TThe ministries, at various events primarily in Oslo, require arrangements for the press in public spaces. The purpose of this procurement is to meet the ministries’ need for the rental of press platforms (press decks), as well as the provision of associated equipment and services. Associated equipment refers to technical equipment, including solutions for lighting, image, and sound related to press stands. Associated services refer to project management, rigging, and technical staffing during planning and execution. The events may include various types of occasions, for example high-level state visits. Such events are characterized by the fact that the date and scope are often not known well in advance. Activation of assignments may therefore occur at short notice, and in some cases, initial delivery may be required within just a few hours after the order is placed. The events are often carried out under a high level of security. The objective of the procurement is to enter into a framework agreement with a single total supplier with the capacity and expertise to meet the overall need. The framework agreement has a duration of 2 + 1 + 1 years. The maximum value of the framework agreement is set at NOK 20 million, excluding VAT. The agreement is not exclusive. The contracting authorities have the right, but not the obligation, to award contracts under this framework agreement. The contracting authorities are not obligated to purchase a specific volume during the term of the agreement. The framework agreement will be managed by the Ministry of Foreign Affairs, and the entire government ministries community may call off from this agreement.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be adequate. Documentation requirement: A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met. The credit rating shall include the credit rating degree (rating) of the tenderer - typically indicated by a rating code or brief text. The assessment shall include, or be attached, an explanation on the rating code/scale of possible rating codes. The assessment should be based on the last annual accounts.

The tenderer shall be a legally established company. Documentation requirement: Norwegian companies: Company Registration Certificate or printout from the Register of Business Units for non-registration obliged individual companies. Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. The confirmation can be delivered in writing or with reference to BRIS.

Tenderers shall have experience with assignments that have included: Planning, organising and implementing events in public rooms in Oslo or equivalent urban areas over several days with the establishment of stage constructions as well as the delivery and operation of technical systems such as sound, lighting and picture. Documentation requirement: Description of the tenderer's between three to five most relevant assignments in the last three years. The descriptions must also include the contract value, date and name of the customer (if possible). Maximum 1/2 page per assignment. Tenderers are themselves responsible for ensuring that the description is of such a nature that it documents that the requirement is met.

Tenderers shall have a third-party environmental management system or standard, of the type EMAS, ISO 14001, Miljøfyrtårn or equivalent. Documentation requirement: Tenderers shall enclose a license number for the certification and a copy of the certificate. The contracting authority will accept other documentation of an equivalent environmental management system or standard if the tenderer is unable to obtain such certificates by the tender deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
