NMBU needs to enter into a concession contract for the operation of a teaching concession for salmon and trout. The aim of the procurement is to lease a teaching concession to a fish farming company that will operate the licence on behalf of NMBU. Together with the Tenderer, NMBU will provide students with training in accordance with the curriculum objectives that are applicable at any given time.
The teaching concession will include 780 MTB (maximum total biomass)

About the purpose and scope of the procurement.
Major growth in the aquaculture industries has led to increased demand for expertise in the aquaculture industry, management and academia. The contracting authority is one of the most important contributors to this and therefore to the organisation of a good and relevant teaching programme that is both theoretical and practical.

The purpose of the procurement is to lease a teaching concession to a fish farming operator (hereinafter referred to as the Tenderer), who will operate the concession on behalf of the Contracting Authority. The Contracting Authority c/o NMBU shall, together with the Tenderer, provide students with training in accordance with the curriculum objectives set by the Norwegian Directorate for Education and Training that are applicable at any given time, adapted to the Contracting Authority's requirement specifications.

The procurement will be a mixed contract in accordance with the procurement regulations, cf. § 6-4, 1st paragraph, letter b of the PPR, with reference to § 6-3, 1st paragraph, letter b of the Concession Regulations.
The operating concession is assumed to exceed the EEA threshold value stated in § 5-1, 2nd paragraph of the Concession Regulations
