About the service
NRK currently has a contract with approx. 60 issuers of newspapers, trade periodicals (electronic back issues) from all over the world.
The subscriptions that are procured for these contracts are administered for NRK via a subscription procurer, which in addition to administering subscriptions, has also recently taken over responsibility for negotiating prices and terms with the issuers.

NRK Servicetorget, which comes under NRK's Organisation Division, is the contract owner and has general responsibility for the group newspapers. NRK Research Centre is responsible for other subscriptions. See the overview in 'Annex 1 of Appendix 6 - Price Appendix'.

The subscription procurer has regular contact and cooperates with a group of administrative representatives for each division in NRK, which deals with needs testing and continual changes between the divisions, for the group newspapers.
NRK has a unilateral right to order other products and services that can be naturally defined under the scope of the contract on the same terms and within an equivalent price level as that in this contract with annexes.
The contract period
The contract will be valid for 3 (three) years calculated from the last signing date. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date.

Estimated value of the contract
The contract value is estimated to be approx. NOK 11 - NOK 12 million a year. There can be variations. The estimated value is not binding for NRK.
Upper limit for the contract.
NRK reserves the right to set a maximum limit for the use of the contract. This is set to NOK 150 million excluding VAT.
Varighet: 36 måneder

Requirement. Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established. Documentation requirement. Norwegian companies: Company registration certificate
Foreign companies: Proof that the company is registered in a company register, professional register.
Økonomisk og finansiell stilling:
Requirement. Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation requirement. Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Finances will be assessed on the basis of a general assessment that is based on the following parameters: Operating margin, liquidity ration, solidity, and debt ratio.
If a tenderer relies on a parent company or others, an equivalent credit rating as well as a signed declaration of commitment must be attached to the tender.

Teknisk og faglig kapasitet:
Requirement. (1) Tenderers must have carried out relevant deliveries in the last three (3) years.
Relevant means experience from contracting authorities with an equivalent service need and complexity.
Documentation requirement. (1) A description must be provided of the most important relevant deliveries in the last three (3) years related to equivalent contracts as those included in the procurement. We request three (3) references. It must be clear that the tenderer has carried out assignments with equivalent services and complexity.

The references must, as a minimum, be described with the following information:
The customer's name
The customer's contact information; name, position, e-mail address and telephone number
A short description of the contract and work that was carried out previously.
Date and duration
The references will be contacted and checked.
The contracting authority reserves the right to assess own references.
Requirement. (2) Tenderers must have sufficient implementation ability. Documentation requirement. (2) Tenderers must give a general description of the company’s available resources related to the requested competence.
The resources must, in addition, be given in the form of a clear list.
If a tenderer will rely on sub-suppliers or others to fulfil the requirements for the technical and professional qualifications, a signed declaration of commitment must be attached to the tender. Use template Annex 3 for instructions to tenderers commitment declaration qualification.

The contract period: The contract period is 3 (three) years from the date the contract is signed. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. The estimated value of the contract per annum (the value of the subscriptions that shall be administered per annum): NOK 11 - 12 million excluding VAT per annum. There can be variations. Upper framework for the contract (value of subscriptions that shall be administered during the contract period): NOK 150 million excluding VAT. Remuneration for the chosen supplier for administering subscriptions per annum: NOK 335,000. Excluding VAT.
