To ensure continuity in the development of the building stock, uniform technical facilities for the renovation project with associated management, operation and maintenance during the renovation period shall be established. The framework agreement covers deliveries where contracts for automation and alarm systems are made as call-offs.

The Norwegian Hospital Procurement Trust is carrying the procurement on behalf of the Contracting Authority(ies). The Contracting Authority(ies) to this agreement is Bergen Hospital Trust.
Bergen Hospital Trust shall renovate the central block at Haukeland University Hospital. The first stage of the renovation is the establishment of an outpatient clinic. To ensure continuity in the development of the building stock, uniform technical facilities for the renovation project with associated management, operation and maintenance during the renovation period shall be established. The framework agreement covers deliveries where contracts for automation and alarm systems are made as call-offs.

The renovation project shall be carried out as shared builder-managed-contracts and must be in accordance with the lean principles that require planning work in cooperation with side contracts.
Each call-off shall be regulated by the agreement for each project. Agreement on call-off will be in accordance with NS8405, and special contractual regulations, c.f. Section III chapter B - Annex B.2. However, projects may be accompanied by agreements based on NS 8407, as well as on the Norwegian Government's Standard Terms and Conditions where appropriate.

Qualification requirements
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation Requirement
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

financial capacity to be able to
fulfil the contractual obligations.

Credit rating based on the most recent known accounting figures (2021).
The rating must be carried out by a credit rating agency with a licence to provide such service.
The contracting authority reserves the right to carry out a
credit rating. Financial strength will be assessed in relation to turnover, operating margin, solidity, and liquidity as regards this contract and contractual obligations.
If there is doubt about the tenderer fulfilling the requirement, the contracting authority will
be able to require further documentation for the economic and financial capacity.
Delivered together with the tender
A statement of the tenderer´s total turnover for a maximum of the three last official fiscal years.

The following requirements must be fulfilled:
Credit rating from a recognised credit rating agency that is described as 'credit worthy without requirements for security', or better score.
The tenderer shall have an annual minimum turnover corresponding to 20 % of the total estimated value of the framework agreement.

Tenderers must have sufficient experience to complete the assignment.
The assessment will, amongst other things, but not exhaustively, emphasise experience from:

5.4 Quality assurance system and an environmental management system
The tenderer shall have a system for quality assurance.
The tenderer shall have a system that ensures that the services are provided with low environmental impacts.

Documentation Requirement
The tenderer must present maximum three (3) reference projects during the last 5 years.
As a minimum, the following information must be given for each of the reference assignments:
Project description, among other things, what the assignment was comprised of.
Brief description of any use of digital interaction/BIM, systematic completion and Lean in the project.
Attestations for satisfactory performance
Start date and completion date
Key figures concerning size proportions (contract value of contractor's services plus project value plus area).
Reference person who can be contacted.
Maximum of one A4 page per project.
For contractors who submit tenders jointly, or who rely on the resources of other companies:
- The requirement concerns the main contractor. I.e. the contractor with the coordination function in the project. The contractor that has this role in the contract, must fulfil the requirement internally.
The tenderer undertaking the liability (bearing the risk) shall substantiate and verify that the internal experience is relevant.
Delivered together with the tender
The tenderer's quality management system shall be described and attached to the tender.
A description of the tenderer's routines and systematic work with fulfilling relevant laws and regulations, including HSE, quality and working life requirements.
Alternatively: the Tenderer can
present a certificate of the company's
quality management system,
Issued by independent bodies,
which verifies that the tenderer
meet certaian
quality management standards
e.g. ISO 9001 or
equivalent.
The tenderer's environmental management system shall be described and attached to the tender.
The documentation should show that the system contains the company's environmental goals and environmental policy, systems that show procedures for performing services in an environmentally responsible manner.
Alternatively: If the company is certified by or has a copy of an environmental management system certificate according to ISO 14001:2015, the Eco-Lighthouse scheme, EMAS or equivalent certificate from third-party verified systems, such certificate is accepted as fulfilling the qualification requirement.
