The overall purpose is to procure a form system, preferably cloud-based, with one instance for the Norwegian System of Patient Injury Compensation (NPE) and one instance for the National Office for Health Service Appeals [Helseklage], delivered as a service (SaaS), and although this is not an absolute requirement, it would be in line with NPE's strategy to establish the service in the cloud. As an SaaS service, the tenderer should at minimum offer operation, maintenance, support and SLA for the service as part of the monthly fee paid by the contracting authority. The Norwegian System of Patient Injury Compensation (NPE) and Helseklage currently have around 30 forms that need to be moved (or re-created) before the system can be used. This re-establishment must be priced into the establishment project. In addition, there will be a need for additional forms, and the tenderer must offer development services for the development of new forms.
