Markedsplassen for skytjenester v/DFØ

The competition is for the establishment of 2-4 parallel framework agreements for cloud based platform and infrastructure services. The aim is to ensure cost efficient, flexible and modern cloud services. The Norwegian public sector cloud marketplace will, in the dialogue, focus on balanced contract terms and reduced risk, in addition to increased information security and personal protection, good commercial terms, and low transaction costs.
The Norwegian public sector cloud marketplace is holding a competition on behalf of the government administration organs, municipalities, and counties. In total this includes 192 government entities and 125 municipalities, counties, and municipal collaborations. These are listed in Appendix 6 of the tender documentation (ITT).

Municipalities, counties, and municipal collaborations are added as an option. These make up a total of 125 entities. These can only join the contract if the contracting authority takes up the option.

Qualification requirement QR1: Tenderers must be a legally established company, registered in a company register, professional register, or trade register. See the tender documentation for information on documentation requirements (ITT).

Qualification requirement QR2: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must have an average turnover of minimum NOK 1,000,000,000 a year in the last three years. See the tender documentation for information on documentation requirements (ITT).

Teknisk og faglig kapasitet:
Qualification requirement QR3: Tenderers must be able to provide and develop relevant IaaS and PaaS services and refer to comprehensive, relevant experience from such contracts, where the tenderer is a cloud service provider for either the public or private sector.

The IaaS and PaaS services must be in accordance with the description in the characteristics in Appendix 1 of the tender documentation, point 5.
Relevant experience is to be understood as:
- Experience from the delivery of IaaS and PaaS services through the use of the public cloud delivery model, as described in Appendix 1 of the tender documentation, points 3 and 4.1c.
- Innovating and releasing new, useful services and features, particularly within the PaaS area, provided through a public cloud system.
- Development, maintenance, and information security of the public cloud services.
Each reference contract must have a total, aggregated turnover of minimum NOK 50,000,000.

Qualification requirement QR4: Tenderers must have minimum 2 (two) data centre clusters located in the EU/EEA. Each cluster must consist of minimum 2 (two) data centres.
