Assignment for the development of national English tests

National tests have been carried out annually since 2004 on approx. 180,000 pupils in the 5th, 8th, and 9th years. Tests in reading and maths are taken in 5th, 8th and 9th years and tests in English are taken in 5th and 8th years.
The aim of the tests is to assess and develop pupils´ skills in maths, reading and English. All levels from teachers to national authorities use the results from the national tests for quality development of primary and secondary education. The results can in certain cases also be used for research.

The Ministry of Education and Research has given the Directorate of Education responsibility for administering the test system in Norway. The Directorate enters into contracts for the development of tests with material with professional environments with competence in university and university college environments.

This announcement concerns the development of national English tests. The assignment contract with appendices between the individual professional environment and the Directorate defines both the requirements for the deliveries from the professional environment with progress plans and the requirements for the quality of the tests. The framework for national tests, which is one of the appendices to the contract, regulates the professional aspects of test development. A full description of the delivery is given in point 4. Requirement specifications.

Beskrivelse av opsjoner:
The contracting authority must be able to take up the option to extend the contract. The option applies for two years. The aim of the options is to ensure stability in the development of the tests.
We anticipate the value of the option to be NOK 9,000,000 excluding VAT. The contracting authority will decide whether to take up the option by 1.2.2027 at the latest.
