The agency for Urban Environment will enter into two lots with two tenderers: Lot 1: Operation and maintenance of parks, squares and urban areas in Oslo centre. Lot 2: Operation and maintenance of inner city parks and recreational areas The aim of this procurement is to contribute to achieving the Agency for Urban Environment's social assignment of ensuring good quality of life for the city's residents by developing and managing parks and facilities. The procurement will cover the need for maintenance and operation of parks, squares, urban spaces and recreational areas in Oslo city centre and inner city. The areas mainly include parks, planting in squares and public spaces, harbour areas, urban furniture, recreational and nature areas, hiking trails, sports areas and swimming places, as well as green areas along municipal roads and car parks. The work to be carried out includes management of vegetation, cleaning, waste management, fountain operation, maintenance and operational safety at all facilities in the area covered by the contracts.

There is a mutual option to extend the contract by a further two years until 31.12.2028. The contracting authority then has a unilateral option to extend the contract for a further one year until 31.12.2029.

The inner city area includes facilities in the neighbourhoods of Frogner (not Frognerparken or Bygdøy), St. Hanshaugen, Sagene, Grünerløkka and Gamle Oslo.
The inner city area mainly comprises parks, footpaths, playgrounds, recreational areas and street gardens. But it also includes some natural areas and green areas along municipal roads (which contain elements other than lawns).
Important operational and maintenance elements in the facilities include maintenance of lawns, trees, shrubs, perennials and grass, waste management, winter operations and operation of natural ice rinks.

Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature from works described in the tender documents. Relevant natures means among other things experience from:
o Minor landscape gardening
o Green maintenance
o Waste management
o Winter maintenance/smaller roads/squares
o Cleaning/maintenance and repairs
o Risk assessment and felling of large trees
Documentation requirement:
An overview of contracts in the last five (5) years where the tenderer has carried out work of a relevant nature and scope as described in the tender documentation.
o The overview must indicate the Contracting Authority, nature of the work, scope and value, as well as the time and location
of the execution of the work.
Requirement:
Tenderers must have sufficient technical, personnel and organisational capacity to carry out assignments of an equivalent scope as that in this procurement. This means, amongst other things, that tenderers must have:
Professional expertise in landscape gardening, horticulture, disciplines such as landscape engineering, horticultural science or equivalent horticultural expertise.
Arborist(s) with valid ETW or ISA diploma/certification or equivalent.
A description of the tenderer's annual workforce in relevant disciplines, including information on education and professional qualifications (e.g. CVs and certificates), as well as the number of employees in management during the last three years. No more than two A4 pages are expected (excluding CVs/certificates).

Tenderers must have a quality assurance system that is appropriate for the contract work.
A description of the tenderer's quality assurance measures:
o Description of routines and methods for execution, internal control and documentation
of works performed in the field.
o Description and submission of relevant parts of the tenderer's quality system, with
a statement of when this was last updated.
o If the tenderer is certified, they may also attach a copy of a certificate issued by
a certification body.
Tenderers are required to have an established quality assurance system that ensures that the tenderer is suitable to fulfil the contractual obligations for environmental provisions (see contract point 23.4).
This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
A description of the tenderer's environmental management measures, including:
o a description of the environmental policy, climate and environmental objectives, compliance assessment and measures; and
routines with continues measures for improvement.
If a tenderer has certificates from independent bodies documenting that the environmental management system is relevant to the contract work, the tenderer may also attach these.
Relevant certificates can be, for example, the Eco-Management and Audit Scheme (EMAS), other recognised environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.
