The contracting authority has set minimum requirements for the service in the requirement specifications, where the assignment is required to be carried out with unmanned vessels (USV). The assignment will be carried out in an area that is very suitable for use by USV, as it is an accessible and open area. Environmental and climate footprint for field work at sea is mainly related to fuel consumption. Smaller unmanned vessels will have significantly reduced fuel consumption compared to traditional maneed vessels that are larger. The vessel is smaller, the speed is lower, and usv needs considerably smaller engine. This results in significantly lower energy consumption for progress in the field work. It is therefore the contracting authority ́s assessment that it will clearly give a better climate and environmental effect to make this an absolute requirement than to allow all types of vessels and instead weight the environment by 30%.
The contracting authority will, based on its assessment, use the exclusion provisions in the procurement regulations § 7-9 fourth section. The contracting authority is, thus, exempt from the obligations to weight the environment 30% or to prioritise the environment among the three highest prioritised award criteria in this procurement.
