Prisoners have the same rights (and obligations) for training as other citizens in society. The training offer is a central part of the offer of activities in Norwegian prisons, and is decisive for good return to society. A digital system is currently being used in the training in prison that shall be phased out. It is, therefore, being developed a new ICT system (Resort) to meet the relevant requirements for educational training and safety. The new ICT system has been piloted in Agder prison since 2024 and, according to plan, the pilot will be expanded to several departments and prisons in 2025. There are considerable costs connected to the system, particularly when scaling up to several prisons and it is assessed whether the solution is appropriate to use for all prisoners, regardless of the security level. The Norwegian Directorate of Education (Udir) and the Directorate of Correctional Services (KDI) have been given the task of examining the possibilities of downsizing the implementation of the new ICT system and examining different alternatives thereof. Udir and KDI also cooperate with Vestland Fylkeskommune (Vflk) for the execution of the assignment. Udir has been given responsibility for managing the review and is carrying out procurement of competence that can assist.

Udir needs assistance from a team of consultants for the review, where the team shall have a total of 3 full-time positions for a limited period. The three full-time positions can be divided between three or several consultants at varying job sizes, it is up to the tenderer to offer a comprehensive team who can fulfil the assignment assignment requirements. The team shall work together with udir's employees. Alternatives can be both digital and non-digital. A national roll-out of the piloted ICT system shall be estimated in the assignment. This includes assessing costs connected to a scaled-down system. Different alternatives to the piloted ICT system must also be financially reviewed. The contract has a maximum value limit of NOK 3,000,000. The review is an urgent assignment and it is important for Udir that the offered consultants can start work from Monday 1 September 2025. Udir's ambition is that the majority of the review is completed during September or early October due to external deadlines. The contract will be valid until the review has been carried out or the financial value limit is exhausted. The review will be carried out under Udir ́s management and the consultants will cooperate with Udir on further details of the progress plan and deliveries. The assignment will start with a joint review of the assignment and plan the execution. A comprehensive description of the delivery is in the attached competition documents. The Norwegian Directorate of Education and Training reserves the right to political decisions that can lead to changes in the scope of the assignment.
