The Norwegian Directorate of Education and Training is responsible for various initiatives that shall strengthen nurseries, schools, authorities and owners in promoting safe environments as well as preventing, uncovering and handling fraud, bullying and other offences. Despite comprehensive national commitment to children and pupils' learning environment, there is still a stable number of pupils in primary and secondary schools who report being bullied at school. The Norwegian Directorate of Education and Training administers the scheme for county bully ombudsman, which was implemented in 2017. The aim of this scheme is to contribute to children and pupils being safeguarded their rights to a safe and good nursery and school environment. The scheme is partially financed by the government for a temporary duration until the year 2026.

The professional follow-up of the ombudsman shall contribute to competence development for the bully ombudsman and pupil and apprentice ombudsmans, as well as contribute to a more equal offer. The contracting authority shall ensure that the guidance and content of the professional collections is anchored in updated and relevant research and builds on recognised knowledge based professional competence. The professional follow-up shall safeguard different perspectives for inclusion, prevention, uncovering and handling of misconduct and violations, and it shall be based on the role of ombudsman and practice-related work connected to the ombudsman role.
