Kort beskrivelse

The aim of the procurement is to take care of the Contracting Authority ́s continuing need for support in recruitment processes where there is not sufficient capacity, knowledge or where the Contracting Authority is not able to carry out a recruitment course by itself. The contracting authority needs support in recruitment of management positions, IT positions and specialist specialists and the procurement will include the delivery of different phases and assistance within these three sub-contracts. The Contracting Authority shall enter into this agreement on behalf of the following entities: - Norwegian Armed Forces- The Norwegian Defence Materiel Agency (FMA) - The Norwegian Defence Research Institute (FFI) - Norwegian Defence Estates Agency (FB) - The Norwegian Agency for Classified Information Systems (SGP) - Norwegian Armed Forces Historical Museum (FhM) - The Ministry of Defence (FD) (option on agreement) National Security Authority (NSM) that is under the Ministry of Justice and Emergency Services is also a user of the Framework agreement.

The tenderer shall offer the Contracting Authority a core team of five persons to execute the assignments, with solid experience from management recruitment. Includes, among other things, recruitment of professional directors, section managers, category managers and department managers. The list is not exhaustive.

Tenderers shall be able to assist in all phases of the recruitment process. The tenderer shall offer the Contracting Authority a core team of five persons to execute the deliveries, with solid experience from IT recruitments.Includes, among other things, recruitment of information architects, data managers, cloud architects and CTI analysts. The list is not exhaustive. This does not apply to senior management positions with personnel responsibilities.

Tenderers shall be able to assist in all phases of the recruitment process. The tenderer shall offer the contracting authority a core team of five persons to carry out the assignments, with solid experience from recruiting professionals. Professionals make up the general staffing at the Contracting Authority and include, among other things, lawyers, engineers, technical personnel, administrative personnel and economists. The list is not exhaustive. The framework agreement shall, thus, include recruitment of all other personnel than those included in the other sub-contracts for management responsibility or IT professional background.

Economic and financial capacity: Qualification requirement:
Tenderers shall have the necessary economic and financial capacity to fulfil the contract.

It is sufficient to fulfil the requirement that the tenderer has achieved the credit rating of "credit worthy" or equivalent.

Documentation requirement:
A credit rating from a certified credit rating company based on the most recent accounting figures. The assessment must not be more than three months old.

Certificates issued by independent bodies for quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?

System for quality assurance and environmental standard.: Qualification requirement:
Tenderers shall have established, implemented and maintained a quality management system that fulfils the requirements in ISO 9001:2015, or equivalently recognised international standard.

Documentation requirement:
Tenderers shall enclose a copy of a valid ISO 9001:2015 certificate issued by an accredited third-party certification body. The certificate's 'scope/scope' shall be clearly described in the certificate and it shall include all areas and activities that will be involved in the deliveries under this contract, jf. ISO 9001:2015 para. 4.3.

If the tenderer does not have an accredited ISO 9001:2015 third-party certification, the tenderer shall fill in and submit the attached "Compliance Matrix" in annex 10 which shows the relationships between ISO 9001:2015 and the tenderer's quality management system (see the Information Explanation in the Compliance Matrix).

Where the tenderer consists of a supplier partnership (joint ventures, consortiums, etc.), the above documentation shall be provided by each participant in the group. Tenderers shall describe each participant's deliveries in the contract period and how the tenderer will ensure the implementation of the management system for quality for the group.

If the tenderer is certified in accordance with ISO 14001, Miljøfyrtårn, EMAS or equivalent standards, it will be sufficient to present a copy of a valid certificate prepared by an accreditation body that certifies that the tenderer's environmental management system is in accordance with such a standard.

If a tenderer is not certified in accordance with such a standard, a description of the tenderer's environmental management system.

The certificate/described system shall include all areas and activities that will be involved in the deliveries under this contract.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

The tenderer shall have good experience from similar deliveries.

Similar deliveries means deliveries of recruitment assignments within the relevant discipline, delivered to equivalent complex organisations.

Documentation requirement:
Tenderers shall fill in Part 1 Annex 6 - Reference Form with an overview of the tenderer's three most relevant deliveries in the last three years. The overview shall contain the following information:

- Name of the contracting authority and whether it is public or private.
- Description of business
- Brief description of the contract
- The value of the contract
- Contact person (name, telephone number and e-mail address).

It is the tenderer ́s responsibility to document relevance through the description.

The contracting authority can contact the delivery recipient for reference assignments during the evaluation period.
