Framework agreement for sound, lighting, stage and consultancy services for the North Norway

Festspillene i Nord-Norge

The agreement shall cover the contracting authority ́s need for a total supplier for sound, lighting and stage equipment, as well as staffing and consultancy for planning and implementing the festival ́s main production in Harstad. The main production will be carried out annually in the summer. The tenderer shall coordinate and deliver engineering in cooperation with the Contracting Authority's production manager. Some of the Contracting Authority's venues have technical frameworks in place, but may require supplements within personnel or equipment, as well as several locations where a stage must be built with full delivery of sound, lighting and sufficient manpower for performing arts and concerts. In addition tenderers must, via an internet based production tool, seek out technical specifications for the different productions, which shall form the basis for ordering the Contracting Authority. This work takes place in dialogue with the production manager or the person who has been delegated responsibility for this. Economic and financial position requirements: Demand: Tenderers must have sufficient financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract ́s value, services, risk and duration. Documentation requirement: A credit rating from a certified credit rating company based on the most recent accounting figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment experience.

Documentation requirement: • Norwegian companies: Company Registration Certificate. • Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Experience: Demand: Tenderers shall have good experience from comparable contracts. Documentation requirement: A list with an overview and description of the tenderer's most relevant assignments during the last five years. The list/description shall as a minimum contain: • Name of the customer/recipient. • The scope of the assignment • Description of the company's role • The assignment ́s value • Date of the delivery. • Brief description of the delivery It is the tenderer ́s responsibility to document relevance through the description. The attached template for references can be used, see part I annex 5. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. In such cases it must be clearly stated in the reference which personnel the tenderer has at his disposal for the reference.
