Hovedtrekk ved prosedyren:
Electronic Patient Journal (EPJ) means an electronic documentation system that provides "clear and total presentation of the patient's health status", cf. The Patient Journal Regulations § 4. An overview of what information this may be in accordance with the regulations §§ 5-8 and includes the patients and relatives ́ personnel, formal information on health care, the patient's health contacts, as well as information on medical history, findings, reviews, treatments, as well as health documentation such as certificates, sick leave etc. Systems that only take care of parts of such documentation system are not seen as AN EPJ in this procurement. Examples of such systems are trade systems for image processing, response centre services, digital home follow-up, or administrative systems for attendance registration, patient logistics, etc. In the patient's core journal, health personnel can see the same information regardless of whether they work as a gp, in hospital or emergency doctor surgery. The core journal can, in accordance with the core journal regulation § 4, contain the following content elements: name, birth number and contact information of the patient, as well as contact information for relatives, general practitioners and other municipal health services overview of medicines from, among other things, the prescription communicator's critical information patient ́s contact with the health service, time and place references for further information (including "patients' sample answers" that are being tested, as well as epicrisies and referrals) the patient's own registrations (such as donor cards, difficulties with sight, hearing or communication) administrative information on, among other things, consent to access to journal information and any reservation against the creation of the core journal patient's consent to access to information on agreed treatment and care measures and "first-time treatment". infectious diseases, SYSVAK as well as from the general practitioner and the patient themselves.1.2.2 E-prescription and the patients ́ medicine list. ICT Lofoten would like. E-prescription (electronic prescription) that is stored in the central database Prescription Broker. The patient ́s medicine list (PLL) is an electronic overview of the patient ́s medicine use, agreed between the patient and the doctor. It builds on information in the prescription broker, but can also be communicated via the core journal in the core journal solution's overview of medicines. PLL also requires functionality for updating the patient ́s medicine list. Centralised prescribing module offers ready functionality in this area, but the patient ́s medicine list can also be achieved by the tenderer developing functionality themselves.1.2.3 Welfare technological hubs. Lofoten IKT would like a welfare technological hub (VKP) that shall have a common component that is used for simple exchange of record keeping obliged health information between the municipality's welfare technological systems and the company's journal system. The objective of the junction is to simplify health personnel ́s record keeping obligations. The junction supports automatic record keeping by using different types of welfare technology. The processing of health information at the hub is pursuant to the companies ́ record keeping obligation, cf. the Health Personnel Act § 39.VKP offers standardised interface to the welfare technological systems. The interfaces with the different EPJ are only developed once in VKP. This contributes to the welfare technology suppliers being gathered on standards for digital interaction. VKP is also a common connection point for technological welfare systems, which means that welfare technology suppliers do not need to establish connections to the different EPJ in the municipalities. The junction works on the information (reformat) but does not store the information. "The welfare- technological hub can also contribute to the gradual support of the market for EPJ suppliers and welfare technology suppliers in the process of supporting a national framework." The competition is for a contract for the delivery of an electronic patient journal system (EPJ). This involves a complete system for the nursing and care sector in the municipality and shall contribute to daily operations functioning as optimally as possible. The competition does not include an EPJ for the medical service and emergency doctor surgery. The system shall be delivered as a cloud system, without requirements for locally installed components.
