County road 42 Gåseheller tunnel - Turnkey contract

County road 42 along the east side of Sirdalsvatn between Haughom and Tonstad is narrow, exposed to landslides and the Gåseheller tunnel from 1989 does not meet the requirements of the EU tunnel safety directive. The topography in this area is steep mountains on one side of the county road and Sirdalsvatnet on the other side. The road width is somewhere under 5 metres, there is little or no ditch, poor visibility, and parts of the road are located on stone walls built in the 40s. The road is the main thoroughfare to Sirdal from the south and east, as well as a school road, commuter road and decisive for settlement and business development in the area. The stretch shall now be improved by a combination of a new tunnel and reuse of the existing tunnel in accordance with the approved zoning plan.

Requirement for economic and financial capacity.: Tenderers shall have equity of minimum NOK 150 million. 2. Tenderers shall have an equity ratio of at least 10%. 3. Tenderers shall have an average annual turnover of minimum NOK 350 million in the last three financial years.

The tenderer ́s technical and professional qualifications.: Tenderers shall have sufficient experience with the execution of road projects of a relevant nature and degree of difficulty. The contractor shall have sufficient experience from the following central works: 1. Model based engineering design services and construction 2. Construction of road tunnel 3. Construction of road installations 4. Construction of a water and sewage system 5. Construction of tunnel electro and automation

The organisational and legal position of the tenderer.: The contractor shall be a legally established company or consist of a community of contractors who are legally established companies.

Teknisk og faglig kapasitet

Health safety and environment: Tenderers shall have an HSE system that fulfils the requirements in the Regulations on systematic health, environment and safety work in entities (the Internal Control Regulations). The system shall be subject to regular audits.

Accident rate (H2-value): The contractor and the contractual partners that he will use to fulfil the technical and professional qualification requirements in point 2.4.1, cf. point 4.1, shall have an average H2 for the last three years, which is 12 or lower.

Environmental Management System: Tenderers shall be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for Environmental Management), or The Eco-Lighthouse Scheme, with relevance to equivalent transport projects.

Quality Management System: The contractor shall be certified in accordance with ISO 9001 (2015), of relevance for equivalent transport projects.
