The agreement includes access to public cloud (IaaS/PaaS) and accompanying hybrid support deliveries from Microsoft Azure and Amazon Web Services. The contracting authority currently has an outgoing contract with a dealer of IaaS and PaaS. A competition has been held between the manufacturers in the area during the current contract period. As a result of this contest, Microsoft Azure has been chosen as the primary platform and Amazon Web Services has been chosen as the secondary platform.

Hovedtrekk ved prosedyren:

The contract is for the delivery and infrastructure and platform services for NHN. NHN is a national service provider for the health sector. In other words, we work together with the Health Norway and help businesses provide services for better health, inhabitants to master their own health care and the health sector to provide good health care. In addition to being a national service provider, NHN is also a joint service centre for health management and it provides services within ICT, documentation management and procurements to 11 entities in health management. In addition the framework agreement shall give the Contracting Authority access to assistance and advice from the service provider regarding the review and implementation of cloud services in different scenarios. Regarding the procurement of other services from the Manufacturer, including third-party services, we point out that this is not to be seen as exclusive to the scope of the agreement. The contracting authority is affiliated with an ongoing procurement within an equivalent area on the market place for cloud services (MPS) under the auspices of the Directorate for Management and Financial Management. The contracting authority reserves the right to use this as an alternative to this framework agreement in order to solve the needs associated with our secondary platform from AWS. This framework agreement is therefore considered non-exclusive for the contracting authority for procurements connected to AWS. Consequently, the contracting authority has no purchasing obligation under the contract, nor a loyalty obligation resulting from an exclusive framework agreement for this area. A contract shall be signed with one tenderer.

The tenderer shall have experience with equivalent deliveries based on the complexity of an advisory partner for the contracting authority.
