Trondheim municipality invites tenderers to submit tenders for 2 sub-contracts for condition analyses of Trondheim municipality ́s buildings. The main assignment consists of carrying out condition analyses on the following sub-contracts: * Sub-contract 1 - Other purpose-built buildings - approx. 75,000 (approx. 40 buildings),* Sub-contract 2 - Schools, approx. 90,000 square meters (approx. 13 buildings) In addition, a need may arise for other units in Trondheim municipality to order condition analyses and depth mapping. The sub-contracts will be valid from 01.01.2026 - 31.12.2026, with an option for an extension for 1+1+1 year. The contract will be signed with Trondheim eiendom, but it will apply for all units in Trondheim municipality. Emphasis is put on the fact that all tenderers must submit a tender for both lots in order to join the competition. Tenderers who submit only one lot will be rejected. All information regarding the sub-contracts is under the main contract. The tenders shall be submitted under separate sub-contracts in the competition in Mercell.

Tenderers shall have an annual minimum turnover within the area that the contract applies to, that exceeds twice the estimated value of the contract. Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract. Tenderers shall have a rating of minimum B or equivalent. Documentation requirement: Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. If the tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting, for example, a declaration from a financial institution about surety. Minimum qualification requirements Requirement: Tenderers shall have suitable competence and experience within condition analyses of purpose-built buildings, residences and listed buildings at roughly the same level and extent as mentioned in the Contracting Authority's requirement specifications. Documentation requirement: A description of the tenderer's three most relevant contracts in the course of the last 5 years. The description must include: The assignment ́s extent, the contract ́s value, date and contract party (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. The contracting authority reserves the right to contact the stated contact persons if necessary. Shall be enclosed with the tender when submitting the tender.

The tenderer's average annual workforce in the last three years has been as follows: Minimum qualification requirements Requirement: Tenderers shall have sufficient capacity and implementation ability to fulfil our described assignment. In order for capacity and implementation ability to be seen as sufficient, the personnel at our disposal must have formal competence and experience that is relevant for the assignment ́s complexity and size. Documentation requirement: A description of the tenderer's average annual workforce in the last 3 years - (can be the same document as the competence matrix). An account shall be given of how the tenderer will ensure sufficient capacity for this assignment, a staffing plan shall be presented for the assignment showing the number of its own employees, hired consultants etc. Shall be enclosed with the tender when submitting the tender.

Documentation: Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002. The quality standard shall be based on relevant European standard series, which are certified by accredited bodies. The contracting authority will also accept other documentation for equivalent quality assurance measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures correspond to the requested quality assurance standards. Documentation: Tenderers shall present certificates issued by independent bodies as documentation that the tenderer fulfils certain environmental management systems or standards. E.g. the EU Scheme for Environmental Management and Environmental Audits (EMAS), other recognised environmental management systems in the Regulation (EF) no. 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited bodies. The contracting authority will accept equivalent certificates issued by bodies in other EEA countries (e.g. Eco-Lighthouse, ISO 14001). Other documentation that shows that the tenderer has procedures to carry out the assignment in an environmentally responsible manner. Annex 3 Environmental Statement can also be used. Shall be enclosed with the tender when submitting the tender.
