Hovedtrekk ved prosedyren:
The contracting authority intends to enter into a framework agreement with two (2) tenderers for a framework agreement for ventilation services and materials. The framework agreement will be valid for two (2) years from when it is signed, with an option for a further 1+1 year. Assignments can apply to all parts of the municipality ́s properties. The properties consist of i.a. schools, nurseries, residences, sheltered accommodation flats, nursing homes, hospitals, sports and swimming facilities, water and sewage stations, office buildings and cultural buildings.  The municipalities currently have approx. 530 ventilation installations, of which 14 are swimming facilities. The framework agreement will consist of ongoing maintenance of the municipality ́s ventilation installations, aggregates, refrigerating machines and heat pumps, as well as larger and smaller projects, where mainly there are no more disciplines. The contract can also include minor renovation projects, where several disciplines can be included and one of the parties has a coordination assignment. The assignments in the framework agreement can consist of, among other things: Inspection, service, maintenance and repairs of ventilation systems Cleaning of the ventilation system (channel network)Alteration, expansion and replacement of ventilation systems, replacement of defect components including fire damperGenerell troubleshooting Installation, welding, repairs, Miniature alterations of the channel network, Control measurements of air measurements in existing systems Delivery of filters and other materials in connection with Service Materials for new installations, renovation of sites, alterations of plants, replacement of facilities Disposal of old/replaced installations/Consultancy and engineering design services, Condition assessment of the existing system Ventilation filterSpesial filter (e.g. air raid shelters) Assistance with engineering design work, consultancy services etc. Energy conservation measures At some plants, filter replacement will be carried out by separate resources. Where assignments are undertaken beyond service and filter changes, the tenderer must commit to attending the inspection and submit price offers both as calculation works based on the agreed prices in the price form and some cases as a fixed price. Some facilities can be covered under existing/continual contracts with other suppliers when the framework agreement is signed. These installations will only come to the framework agreement when the existing contract expires/expires.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers are required to have a bankruptcy rating equivalent to B (moderate bankruptcy risk) from Proff Forvalt (Proff AS) or better. Documentation requirement: The contracting authority will use Proff Forvalt (Proff AS) to assess fulfilment of the requirement. Therefore it is not necessary for tenderers to send this documentation. The tenderer is expected to have known registered information about the company in Proff AS. If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be enclosed. The contracting authority will then use Proff Forvalt to assess the parent company's bankruptcy rating. If the tenderer (e.g. newly established companies) is not subject to bankruptcy proceedings in Proff Forvalt, the tenderer is asked to enclose other appropriate documentation. This can e.g. be the company's annual accounts or extracts thereof, bank declarations or liability insurance certificates, ref. the Public Procurement Regulations §16-4.

Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Tenderers shall have experience from comparable contracts. Comparable assignments are defined as suppliers of ventilation services for a large customer with assignments of the same nature, complexity, degree of difficulty and scope. Documentation: Description of the tenderer's assignment; up to 3 most relevant/equivalent assignments in the course of the last 3 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.

Technical personnel or technical units: Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented. Technical facilities and quality assurance measures: The tenderer utilises the following technical facilities and quality assurance measures and the tenderer ́s survey and research facility is as follows: Minimum qualification requirements Tenderers shall have a quality assurance system suitable for the delivery. Documentation: A description shall be enclosed of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or other relevant quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.
