Øygarden municipality (previously Fjell municipality) separated services in 2003 for planning, development, operation of water and sewage installations in the municipality, as well as the sanitation services of a separate company, Øyvar AS (formerly FjellVAR AS). Øygarden municipality owns 100% of the shares and has provided surety for all of the loan raising that the company requires for investment. The company's services lie under the self-cost regime, and all costs the company has are covered through fees to subscribers. The company has an annual turnover of NOK 270 million (2023) and has a electricity consumption of about 5.7 GWh/year. The company has both large water treatment plants and sewage treatment plants that require a lot of electricity as well as a number of smaller installations such as pumping stations and other infrastructure that requires electricity. Øyvar shall enter into a framework agreement with one tenderer for the purchase of electricity. Volume: Approx. 5.7 GWh Number of plants: 190 installations distributed over the entire municipality.
