Kvalitetskriterium (navn): Quality consists of two sub-criteria: • Implementation (20 %) • System and delivery requirements (80 %) The evaluation of the implementation will be based on the offered plan for implementing the services in Annex 3: Plan for the establishment phase. For evaluation of system and delivery requirements, the quality of the tenders will be assessed based on a description of the fulfilment of B requirements in annex 2 and annex 4. Requirement 1-23 is weighted higher than the remaining evaluation requirements. If a customer finds it necessary, it may be necessary to have the offered system demonstrated/presented. This will happen either over the internet or at a physical meeting in Trondheim. Any date for this will be set after the tender deadline has expired. The purpose of any demonstration is to assess functionality, user friendliness, how intuitive and responsive the solution appears, etc., as well as verify the responses to the requirement specifications. The contracting authority will only evaluate the existing requirements in the requirement specifications. Experience and observations from the demonstration will be used in the evaluation of the tender offer. The contracting authority will give points from 1-10 on the basis of an evaluation model where the best tender under each award criterion will get 10 points. Other tenders will get points according to a relative difference from the best tender.

Hemit HF (previously Helse Midt-Norge IT) shall gather documentation for the operation of IT systems in a new system. The new system shall show the documentation that is a collection of text, pictures, tables and other content directly available in the tool. The system shall be a place where the teams in Hemit shall collaborate and share knowledge on services that are provided to the health authorities. Hemit's existing system that covers this need today is a corporate internal Wiki. This was set up many years ago and should now be replaced. The fundamental principle, which is article-based wiki pages, is to be continued in a new system. Functional main elements that will be emphasised in the procurement process are: - The content shall be read directly in the tool without the use of external software.- A system is wanted where content can be typed as simple text in articles. It shall be possible for users to use the system without comprehensive training.- It shall be easy to organise, and reorganise, content.- New solution must have a good search engine. Scope Health Mid-Norway is divided into several independent organisation units, also called Helseforetak. This enquiry is for Hemit HF, which supports the health authorities and provides IT services to all the health authorities in Helse Midt Norge. The number of users is up to 500.Helseplattformen AS shall have an option for the contract. The number of users in Helseplattformen AS is up to 350. A separate contract will be established for Helseplattformen AS when the option is taken up.
