Trondheim municipality, hereafter called the contracting authority, invites tenderers to an open competition for a contract for the gas follow-up and consultancy project Heggstadmoen. The contracting authority would like tenders from tenderers with the professional, technical and financial basis necessary for fulfilment of the contract. Furthermore, experience from equivalent work is required for the execution of the above mentioned contract work in accordance with the tender documentation. The competition will be carried out via the contracting authority ́s competition tool Mercell. All communication and tender submissions will be via Mercell.

Hovedtrekk ved prosedyren:

The contracting authority needs assistance with regular gas measurements and other follow-up of landfill gas production and emissions at Heggstadmoen closed landfills. This involves gas follow-up in accordance with the at any given time applicable authority requirements and operational instructions (attached) Obtain reporting data for annual reports to the pollution authorities as well as the municipality ́s climate accounts. If needed: Troubleshooting, advice and initiative recommendations for dynamic operation and control of landfill gas. The procurement includes: All of Heggstadmoen disused landfill sites: Primarily the municipality ́s property, but private properties at the municipal landfill can also be included to varying degrees, as well as the disposal site ́s border zone. Regular gas follow-up in accordance with the existing instructions. Risk based gas surveys (primarily methane gas) as needed, e.g. in connection with building and technical installations etc. If needed, examine possible errors and irregularities in the landfill gas/gas system more closely. Prepare and describe relevant measures that will stop gas leaks, increase the amount of gas for oxidation, stop spot emissions etc. Risk assessment of the landfill gas situation. Cooperation with the contracting authority and the after-operations organisation. The contracting authority intends to enter into a contract with one tenderer. The contract period is 2 years and the contracting authority will have an option to extend the contract for 1+1 year. The contracting authority can also extend the contract for a shorter than one year. Regular follow-up in accordance with other requirements, authority requirements, instructions and post-operation are defined as the Main Project.

Minimum qualification requirements Requirements: Tenderers shall have a quality system suited to the content of the contract. Documentation: Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002. The quality standard shall be based on relevant European standard series, which are certified by accredited bodies. The contracting authority will also accept other documentation for equivalent quality assurance measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures correspond to the requested quality assurance standards. As a minimum a general description of the system ́s content, including an overview of inspection plans and check-lists that are relevant for this contract, must be presented.

Minimum qualification requirements Requirements: Tenderers shall have experience from assignments of an equivalent nature and degree of difficulty: assignments that include follow-up of landfill gas at older waste disposal sites. Documentation requirement: A description of the tenderer's three most relevant contracts in the course of recent years. The description must include: The scope of the assignment The assignment ́s value Time Contract party (name, telephone number and email address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers shall have experience from assignments of a similar nature, size/scope and degree of difficulty: Tenderers shall have professional qualifications and experience with landfill sites, documented with regular projects in the last 5 years. Documentation requirement: Information on education and professional qualifications at the tenderer and the company's administrative management/for the persons responsible for providing the organisation plan for the assignment showing the offered personnel in the different key positions. CVs for the offered key personnel in the organisation plan. The CV shall provide information on the experience, education, relevant reference assignments and the function the person has had in these assignments.
