One Grid Operation, fully owned by Tensio TS, Tensio TN and Linea, invite to this competition. The Owner Companies have decided to reorganise the current management and monitoring of their power grids.
The Owner Companies seek to procure a platform to utilize power grid data enabling secure and smart operations, interaction and collaboration, exploiting data from all available data sources in analytics and data insight to support all processes regarding the power grid, and to replace the current SCADA and ADMS systems. A hybrid cloud solution is expected.
The Contract is divided into three parts; Establishment Project, Delivery and Termination phase. Establishment Project must meet the Customer’s requirements in the Establishment Project. In the Delivery Phase, the Solution shall be further developed towards the Purpose of the Solution through purchase of additional Standard Cloud Services and Customer adaptions.

Kort beskrivelse:

The Customer shall procure a solution for power grid operational services to the Owner Companies, supporting all relevant processes for managing and further developing the power grid through analysis and gaining actionable insights from power grid data.

The Customer uses "standard cloud services" as a term for cloud services disregarding whether the cloud service is public, private or hosted by the Supplier.

The Customer uses "Solution" for the total scope to be delivered under the contract, without reference to the composition of standard cloud services and customisations.

The Solution shall enable the Customer to achieve the following:

Provide insight based on power grid data enabling operators, employees and external parties to make informed decisions and automate processes

To operate and monitor the power grid safely, securely and efficiently

Having a user-friendly Solution with secure, robust, up-to-date and flexible architecture

Establishing a Solution technically and functionally facilitating good internal and external interaction

Establishing a customer-supplier collaboration that supports sound system operation, renewal, simplification and improvement, and ensures the Customer's ability to deliver good grid operation services

The scope includes:

a) establish and implement the Solution,

deliver value-added services (service management and operational services), additional services and further development of the Solution developed and established in a.

The part of the Solution enabling monitoring and control of any part of the Customer’s grid is regulated by The Power Contingency Regulation (chapter 7), stating that the operational control system must have highest level of security.

The Solution will replace today`s SCADA and ADMS functionality for the Owner Companies. The Solution shall have defined interfaces and integrations to exchange data through APIs with the Customer’s existing and future systems and platforms, with external parties and to the power grid. Since the grid operators handle highly sensitive data related to the operational control system, some degree of private cloud will be necessary as a part of the Solution. The Customer considers utilisation of cloud-based technology as a vital tool for efficient digitalisation of the power grid, as well as creating value from the Customer's big amounts of data through analysis and insight as a basis for informed decisions in and outside the Solution. A solution offered as a hybrid cloud combining private and public clouds is expected to cover the broad scope of the procurement.

The Supplier will also be responsible for establishing necessary Value-Added Services to ensure management and sound operation of the Solution.

Max. contract period including renewals is 15 years after approval of the establishment project. Customer will use the dialogue phase to decide duration of initial contract period and subsequent renewals. Duration stated in months constitutes assumed duration of the establishment project and the initial contract period, and is a starting point for the dialogue.

There is an evident possibility that Customer will supply services to other grid-facilities and license areas in the future due to mergers, acquisitions or co-operations with other grid operators. Other grid operators may be merged with or acquired by Tensio AS, Tensio TN, Tensio TS or Linea. Other grid operators can join One Grid Operation to cover their need for power grid operational services and support to their decision-making processes. These organisational changes and extensions of the licence area may take place during the contract period and shall be covered by the contract.

The final scope of the contract will be determined through the dialogue. The tender documentation and the scope may thus be adjusted in accordance with Public Procurement law.

Depending on final scope, the total value of the contract incl. options is estimated between NOK 200–800 million excl. VAT

The Customer will invite minimum three (3) qualified participants to submit proposals, if a sufficient number of participants are qualified. The selection of participants will be based on the Customer evaluation of the participants response to the qualification requirement "Sufficient technical and professional experience to perform the Contract" in section 3.2.3 (1) (best qualified).
