The contract shall cover DSS ́ and the Ministry Community ́s need for services within media agency and advertising communication, including: • Media consultancy services for recruitment, recruitment campaigns and job advertising based on defined target groups that shall be reached. • Job marketing • Advertisement/media communication and placement of job advertisements. • Effect measurement • Employer profiling • Profiling advertisements and general announcements to relevant media. •Negotiations • Proofreading, producing advertisements and text guidance. • Courses and advice. A framework agreement will be signed for two years, with an option for an extension for a further 1+1 year. The procurement ́s value is estimated to be NOK 12 million excluding VAT for a four year period. Emphasis is put on the fact that this is only an estimate and is not binding for the Contracting Authority.

Tenderers shall have sufficient economic and financial capacity to fulfil a contract of an equivalent nature and scope, where, among other things, a credit rating without any requirement for collateral will be adequate.: A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met. The credit rating shall include the credit rating degree (rating) of the tenderer - typically indicated by a rating code or brief text. The assessment shall include, or be attached, an explanation on the rating code/scale of possible rating codes. The assessment should be based on the last annual accounts.

The tenderer shall be a legally established company.: Norwegian companies: Company Registration Certificate or printout from the Register of Business Units for non-registration obliged individual companies. • Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. The confirmation can be delivered in writing or with reference to BRIS.

Tenderers shall have sufficient ability and experience to fulfil a contract of an equivalent nature and scope.: A description of up to three of the tenderer's most relevant assignments in the last three years, together with information on the contract ́s value, date of delivery or execution and the name of the recipient (if possible). Relevant assignments means the delivery of equivalent services requested in the requirement specifications (annex 1). Tenderers are themselves responsible for ensuring that the description is of such a nature that it documents that the requirement is met.
