The Norwegian Directorate for Civil Protection [Direktoratet for samfunnssikkerhet og beredskap (DSB)] has established the Fire and Rescue School [Brann- og redningsskolen (BRSK)], where all training for fire and rescue personnel in Norway will be unified. BRSK is a school that offers both vocational education and courses/training. As a result of the establishment of a joint organisation that will deliver educational services both related to vocational education and to course activities, good solutions for digital interaction and support for administration, operations and teaching are necessary. The contract concerns both digital solutions for school administration (administration of vocational and course activities) and digital solutions for school year planning, as well as training and user support for case managers and administrators in the offered digital solutions. The contracting authority would like to enter into a contract with one tenderer for the entire delivery. See the attached documents for further information.

Teknisk og faglig kapasitet:
1. Tenderers must have sufficient experience from comparable and relevant deliveries in the last 3 years. Documentation requirement: A description of the tenderer's 3 most relevant contracts in the course of the last 3 years.
The description must include the name of the client and the date of delivery. The name of the
contact person at the contracting authority must be provided, as well as the phone number and email address of that person. The description must also include a brief description of the scope and value of the delivery. It is the tenderer's responsibility to document

2. Tenderers must have sufficient capacity, resources and suitable manpower to execute the deliveries under the contract. Documentation requirement: The tenderer must describe their capacity and
organisation of their company, as well as any subcontractor companies.
It should be clearly described how much of the contract the tenderer plans to
given to subcontractors. If a tenderer relies on the capacity of other companies, they must submit documentation that the tenderer has the necessary resources at its disposal by presenting a
mutually signed commitment statement.
3. The tenderer must have good and well-functioning quality assurance procedures/systems related to the deliveries covered by the procurement. Documentation requirement: If the tenderer is certified in
accordance with ISO 9001 or another internationally recognised standard for quality assurance, it is sufficient to enclose a copy of the issued certificate with the tender. The equivalent must be documented
for any subcontractors. If the Tenderer and any subcontractors are not certified, the quality system and compliance with it must be described.
4. The tenderer must have a good and well-functioning system for safeguarding ICT security related to the deliveries covered by the procurement. Documentation requirement: If the tenderer is certified in
accordance with ISO 27000 or another internationally recognised standard for information security, it is sufficient to enclose a copy of the issued certificate with the tender. The equivalent must be documented
