The total volume per annum is estimated to be NOK 8 million excluding VAT (2021 figures).

Number of samples a year.

Sample type per year SNR. Number Ålesund and Volda in total.

Blood culture bottles 7000 anaerobe bottles.

7000 aerobe bottles.

500 paediatry bottles 7000 anaerobe bottles.

500 paediatry bottles.

Resistance determinations 15,000 isolates 10,000 isolates. The stated consumption/scope is an estimate for information to the tenderer, and is not binding for future contract volume.

A contract will be signed with 1 tenderer, which will include everything in the procurement. Tenderers can rely on sub-suppliers if this is required to fulfil some of the requirements in the contest.

The use of sub-suppliers will not change the tenderer's contract liability to the contracting authority. The tenderer will still be fully economically liable for carrying out the agreed delivery in accordance with the contract obligations. I.e., the contracting authority can hold the tenderer responsible for errors and shortcomings made by sub-suppliers.

Tenderers must be based on the procurement of MALDI-TOF, and the hire of blood culture instruments and instruments for automated resistance determination based on price per blood culture bottle and price per performed resistance determination. Instruments that are hired via reagent costs must have a 5 year contract period, with an option for an extension for 1+1 year. The stated price for the contract period must include the instruments, technical service in the form of a full service contract/collaboration contract, defined response time for problems, support, and connection to data/LIMS, installation, running-in, training in the system.

The price must be identical for all locations when taking up options. See the Annex for Part II C.3B Price Sheet for the wanted price format.

Although the list of contents in PPX is not exhaustive, it is still a prerequisite that the delivery must be inclusive of all components/accessories, assembly/installation and commissioning so that it functions as a whole based on the needs and requirements described.

This is to be in accordance with the requirements in the tender documentation.

Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.

The Credit Rating which will form the basis for qualification to this contest shall not be lower than 'Credit Worthy' (equivalent to score A at Bisnode CreditPro, DB).

The contracting authority will evaluate the Tenderer's fulfilment of the qualification requirements in the following manner:

In the assessment of the above, the contracting authority will in its evaluation use Bisnode CreditPro, DB or other similar credit information agencies. The contracting authority will itself obtain credit ratings as a basis for the assessment stated above.

The information will be obtained after the tender deadline and on the same date for all tenderers.

Companies with a lower rating, start-up companies, companies under formation, companies with no activity or companies that have not been credit-rated, parent company guarantees, bank guarantees, etc., can instead be submitted that provide an equivalent security for the execution capacity. The company organisation number shall be provided for the parent company if a parent company guarantee is used.

If a tenderer has valid reasons for being unable to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

Documentation must be submitted with the tender.

Tenderers must have carried out a risk assessment on connected emissions of reagents into the sewage (if relevant).

Tenderers must have sufficient ability and capacity to fulfil the contract obligations.

Competence and systems which ensure that the service can be provided with low environmental impact and a high degree of security are required, This applies to both the transport that will occur and the work to be carried out.

Minste nivå(er) av standarder:

The contracting authority will consider the tenderer’s experience with deliveries of the products included in the contract. Documentation requirements:

An overview of all deliveries that the tenderer has carried out in the last 3 years in Europe, together with information on the contract's value, date of delivery or execution, and the name of the recipient.

In order to ensure sufficient competition, documentation for relevant deliveries or services that the tenderer carried out more than three years ago will be considered.

A description of the proportion of the contract that the tenderer is considering to sub-contract out.

Certification in accordance with ISO, EMAS or the Eco-Lighthouse standards, or other environmental management standards based on relevant European or International standards, certified by bodies that comply with the community’s rules or relevant European or International standards related to certification.

Risk assessment connected to emissions of reagents into the sewage, which highlights probability, consequence, and remedial measures.
