The purpose of the procurement is to introduce/make available background checks that will contribute to DSS and the departments recruiting the correct competence and reducing the hire of candidates who knowingly falsify their CV. The background checks also have a preventative effect by reducing the likelihood of hiring persons who, either at the time of employment or later, may threaten the values of the company. Background checks will provide safe and fair treatment of candidates and will also contribute to ensuring that the department has a good reputation.
The value of the procurement is approx. NOK 500,000 to NOK 2,000,000 excluding VAT for a period of four years. Emphasis is put on the fact that this is only an estimate. The estimate is based on previous figures and the expected development.

The contract will be entered into for 2 years with a possible option for extension for a further 2 years, 1 year at a time (2+1+1). Total of 4 years.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer's up to three most relevant assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient. Relevant assignment means experience with work related to the execution of background checks for other contracting authorities. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
