Establishment of a new public transport terminal, which includes, among other things: Traffic management. Excavation work (approx. 5000 m2), Bridge construction (approx. 17 metres), Alterations to existing infrastructure and coordinating with the affected entities. Detailed engineering design and establishment of district heating thawing, drains and surface water management, laying Asphalt/Stone/Concrete (approx. 4500 m2), Establishment of 2 waiting rooms, 1 bus hut and 1 sanitation building with 5 toilets and a technical room. Electrical works. Coordinating with Tide and Troms county traffic, cabling agencies, Tromsø municipal water and sewage, the Norwegian Public Roads Administration, Kvitebjørn Varme, and others.

Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to business that the tenderer relies on. Documentation Requirement: 1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that will jointly constitute the tenderer, cf. B2 point 4.2, is established, and equivalent certificates for all entities the tenderer will rely on in order to be qualified, cf. B2 point 4.1. 2. Completed table in chapter E1 point 3.2, and possibly completed points 3.3 and 3.4. 3. Completed self-declaration regarding conditions relating to the applicable sanction legislation. 4. Upon request from the builder, the tenderer must document who are the actual rights holders in the tenderer, companies in the tenderer's group or companies in which the tenderer has controlling ownership or authority, companies on which the tenderer relies, contract assistants and anyone else in the supply chain, as well as information on the identities of the general manager, chairman of the board and other leading employees at the tenderer.

Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity to fulfil
the contract, and must also fulfil the following requirements:

Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficultly, including
from the following central fields of work: 1. Traffic management. 2. Concrete structures. 3. Building construction. 4. Ground work including water and sewage/HVAC. NPRA and other builders' experiences with the tenderer will be appraised. Tenderers must have an HSE system that fulfils the requirements in the regulations on systematic health, environment, and safety work in entities (internal control regulations). The system will be subject to periodic audits. Tenderers, and the suppliers the tenderer will rely on to fulfil the requirement for technical and professional qualification in B2 point 2.4, cf. 4.1 must have an average H2 value lower than 12 for the last three years. Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects. Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
