The value of the system is estimated to be above the EEA threshold. The framework agreement will have an estimated value of: NOK 1,500,000 excluding VAT a year. The maximum value of the framework agreement, including any options and expected price increases is NOK 12,000,000 excluding VAT.

This is a new system and the need is therefore very uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Contract
The contracting authority will use the Government's Standard Contracts (SSA-L) for the procurement of a platform for digital home follow-up. The completed tender reply with annexes will make up the contract appendices.
The contract length is stated in SSA-L point 5.1.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
Framework agreement for welfare technology equipment for digital home follow-up.
The procurement of technological medicine equipment for digital home follow-up for automatic registration of measurements will be regulated by the attached framework agreement, with the accompanying standard terms.
The framework agreement will be valid from and including 2023-05-19 until and including 2025-05-18, with an option for up to 2 years extension, 12 months at a time for the contracting authority.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.
