Kort beskrivelse:
The main aim of the contest is to offer Oslo's population and visitors from home and abroad a traditional Christmas market in the centre of Oslo. The Christmas market will contribute to value creation and profiling Oslo city.
The rented area is limited by the map, cf. annex 6, and the rent price is fixed for the period at NOK 430,000 a year. The rent price only includes rent of the ground and will be index adjusted annually.
There has previously been permission to serve alcohol in a limited area. The tenant will be responsible for obtaining a licence for alcohol.
The tenant will be responsible for seeing to and paying for connections of water, electricity, and everything else that is required to operate the activities, including maintenance of the area in the period when the Christmas market is held and cleaning the area after the event. The instructions from the Agency for Urban Environment must be followed.

The contract is a service concession contract, which means that the tenderer must pay for and run the Christmas market at its own cost and risk.
The tenderer will keep the turnover itself, minus the agreed annual rent of NOK 430,000.
The amount of the turnover is very uncertain, and will depend on the tenant's concept, demand from the user group, etc. The Christmas market has previously been very popular, and the current operator has reported a large number of visitors.
The estimated turnover potential for the Christmas market can exceed NOK 10 million a year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating equivalent to 'A' in the AAA-rating system, not older than 6 years, which is based on the last known accounting figures, cf. the PPR §16-4 (1) letter f.
The contracting authority reserves the right to undertake their own credit assessment/rating of the tenderer.

Requirement: Tenderers are required to have experience from equivalent assignments. This includes events of a long duration and large scope.
Documentation requirement: A list of the most important and most relevant deliveries in the last five years, containing information on the value and date, as well as the name of the public or private recipient.
